About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is conducting market research for Library Support Services to support the National Air and Space Intelligence Center (NASIC). The procurement seeks a contractor to provide comprehensive library operations including content acquisition, website maintenance, research support services, and information management for scientific and technical resources in English and foreign languages, particularly Chinese, Russian, and Farsi. Key requirements include establishing a physical presence within 25 miles of Wright-Patterson AFB, maintaining a 24-hour accessible website serving over 1,200 vetted users, acquiring and organizing information from publicly and commercially available sources, providing library cataloging and basic research services, and ensuring strict cybersecurity compliance with DFARS requirements and NIST SP 800-171 standards. Personnel must be U.S. citizens with specific qualifications, including a Library Administrator with five years of library science experience and three years of project management experience, and general library staff with bachelor's degrees and near-native foreign language proficiency validated through standardized tests. Interested contractors must submit capability statements by February 25, 2026, at 10:00 AM EST, be registered in SAM.gov and SPRS with a NIST score of 110 or higher, and direct questions to Contracting Officer Margie Brown.

This is a non-set-aside procurement with no socioeconomic designation required. The current incumbent contractor is KeyLogic, LLC, operating under GSA contract 47QFLA21C0016. The anticipated contract value falls within a size standard of $21 million, with the solicitation classified under NAICS code 519210 (Libraries and Archives) and PSC R605 (Support - Administrative). The contract will consist of a 12-month base period with four 12-month option periods, totaling a potential five-year performance term. A final Request for Proposal (RFP) is anticipated to be released in June/July 2026, with projected award in August/September 2026. The contractor must demonstrate the capability to quickly acquire near-native foreign language specialists and must obtain Cybersecurity Maturity Model Certification (CMMC) compliance, with the government providing software licenses except for enterprise-level contractor tools.
