About this opportunity
The Fleet Logistics Center Norfolk, Contracting Department Groton office in Groton, Connecticut has issued a Special Notice regarding their intent to award a sole source purchase order to Taylor and Francis for Library Web Database Services. This procurement is being conducted by the Department of the Navy Naval Supply Systems Command under the Libraries and Archives NAICS category (519210). The acquisition will utilize Simplified Acquisition Procedures under FAR Part 13 and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is August 25, 2025, and the procurement falls under the No Set-Aside classification. This notice serves as advance notification of the Navy's sole source procurement intention rather than a solicitation for proposals.
The primary purpose of this Special Notice is to provide transparency regarding the Navy's planned sole source award while offering a limited opportunity for industry challenges to the procurement approach. Contractors who believe they can provide equivalent library web database services that meet the government's requirements may submit written challenges to sarah.p.schultz.civ@us.navy.mil for consideration. Any challenges must include sufficient information to demonstrate that an equivalent supply or service exists that would satisfy the government's stated needs. The government retains full discretion in determining whether to compete this requirement based on any responses received to this notice. There are no specific eligibility criteria outlined for participation, as this is not a competitive solicitation, though the notice implies that only vendors capable of providing equivalent services to Taylor and Francis would have grounds for a successful challenge.
