About this opportunity
The Library of Congress issued a sole-source contract notice on June 25, 2026, for maintenance and support of digital and analog audio playback and recording equipment at its National Audio-Visual Conservation Center (NAVCC) Audio Laboratory in Culpeper, Virginia, with a July 10, 2026 protest deadline. The Library intends to award a firm fixed price contract to NAZIRY, FARAMARZ (FET Electronica) of Burbank, California, under FAR 6.302-1 (only one responsible source), valued between $25,000 and $350,000, for a five-year period running September 1, 2026, through August 31, 2031.
The Library conducted industry-wide research and posted a full and open solicitation on SAM.gov in May 2026 that yielded no qualified vendors. Two prior full and open competitions also produced no technically acceptable proposals at fair and reasonable prices. FET Electronica is the sole identified vendor capable of servicing 22 specific obsolete audio equipment models—including SONY PCM-R700/500, TASCAM DA45HR, PANASONIC SV-3700/3800, and others across DAT, DTRS, ADAT, and compact cassette formats.
The contractor must repair an estimated 10–15 machines annually and return equipment to full operational order within 4–6 weeks of receipt. Certified technicians must hold at least three years of relevant design, manufacturing, repair, or maintenance experience. All parts, repair, and replacement costs are fully loaded into the contract price with no separate reimbursement. The contractor provides return shipping; the Library covers outbound shipping. One-year warranty on parts and workmanship is required, with quality control testing performed by Library personnel.
