About this opportunity

The Library of Congress Preservation Directorate sought offers for a multiple award indefinite delivery/indefinite quantity contract to purchase microform supplies, including 35mm positive and negative duplicating silver gelatin film. Offerors were required to provide fixed pricing for the supplies for the one-year base period and four one-year option periods. To be eligible for award, offerors had to demonstrate authorization to provide the required items as a manufacturer or reseller. Questions were due by February 8, 2024, with responses posted by February 20, 2024, and final proposal submissions due by that same date. Evaluation criteria were not specified in the solicitation.

The solicitation did not include any set-aside designations. The NAICS code was 453220 and PSC code was R690. The estimated maximum value of each IDIQ contract was $185,000 over five years. The solicitation required delivery of 12 cases of film, including 8 cases of negative film and 4 cases of positive film, within 10 days of the April 1, 2024 period of performance start date to fulfill an initial task order. However, the solicitation was ultimately cancelled through amendment as the procurement method was deemed not viable for obtaining the needed supplies.

Update #2 · Latest ·

The Library of Congress (Library) Preservation Directorate requires contract support to purchase microform supplies. The Preservation Reformatting Division provides access to at risk Library materials by converting items to new formats such as microfilm. The Library provides microfilm for customers and in-house custodial divisions for service copies. In the event that a microform gets damaged or lost, the Preservation will use the supplies to create a duplicate microform. Duplicates of the master negative and the archival get damaged and will require duplication for replacement as needed. The Library supports the duplication of microfilm for external patrons. The purpose of microfilming is to aid in preserving the information and reproduce copies.
