Guard personnel must be U.S. citizens at least 21 years old with valid firearm permits, current BSIS Exposed Firearm Permits, and a minimum of two years of security or military experience, and must successfully complete background investigations. The government will evaluate proposals using a best value trade-off approach, with technical capabilities and past performance weighted significantly more heavily than price. Quotations are due December 4, 2025 at 4:00 PM PT, with technical questions due by December 3, 2025 at 2:00 PM PT. All contractors must maintain active SAM registration and comply with the Service Contract Act of 1965 under Wage Determination No. 2015-5637 (Rev. 30).

This is a 100% small business set-aside under NAICS code 561612 for Security Guards and Patrol Services, with the incumbent contractor being ABA Protective Inc. The contract requires 5,832 total labor hours over a performance period from January 1, 2026 through August 31, 2026, representing approximately 243 days of service with one guard per day working 24/7 shift coverage at the Presidio location in San Francisco, California. Contractors will submit fully burdened fixed labor rates on the provided CLIN pricing sheet, with Service Contract Act wage minimums and health and welfare benefits applicable to all guard positions. The single award will be made to the responsible offeror providing the best value to the government, considering technical evaluation factors, past performance, and pricing. All armed security personnel will provide their own firearms for professional duty use, provided they maintain proper authorization and background clearance documentation.
