About this file
This document is a Questions and Answers (Q&A) file for a FEMA security guard contract recompete. The incumbent is ABA Protective Inc., and the contract involves providing one guard per day at the Presidio location in a 24/7 shift schedule (0700-1500, 1500-2300, 2300-0700). The submission date is December 4, 2025 at 1600 PT.
Key details include clarification on weapon requirements, where the contractor can submit the Master Authorization List (MAL) post-award, and confirmation that no additional equipment like patrol vehicles or guard shacks are required. The contract specifies that guards' firearms are owned by the guards but strictly used for professional duties, with all personnel having undergone full background checks and maintaining valid Bureau of Security and Investigative Services (BSIS) Exposed Firearm Permits. The government has accepted post-award submission of weapon details, acknowledging the industry's standard practices for guard weapon assignments.

QUESTIONS AND ANSWERS
These are the questions timely submitted:
QUESTION: Is there any incumbent/recompete or this is a brand-new project?
ANSWER: This is a recompete. The incumbent is ABA Protective Inc.
QUESTION: In regard to staffing, how many guards do you need at each location at all times? It says total of 15. But looking to see how many for each location per 24 hours.
ANSWER: Presidio is a fixed post and is 1 guard per day which is 24/7, including weekends/holidays. Current schedule as follows: 0700-1500, 1500-2300, 2300-0700. This schedule setup can be modified, however I would need to know so I can change the post orders to line up with the shift schedule.
QUESTION: We would like to confirm how FEMA prefers that we handle pricing for equipment and resources identified as required “when deemed necessary,” such as:
• Patrol vehicles or all-terrain vehicles (ATVs), and
• Portable guard shacks or similar structures.
Should these items be included in our fully burdened hourly rate for armed guard services, or may we list them as separate optional line items to be activated when deemed necessary by
FEMA?
ANSWER: No ATV, patrol vehicles or guard shacks here.
QUESTION: Could you please clarify the submission date as the portal states 12/4 however Block 10 of the RFQ states 12/3 at 1600.
ANSWER: The submission is December 4, 2025 at 1600 PT.
QUESTION: I am writing to request clarification regarding the Evaluation Factors for Security Guard Contracts (OCSO), specifically the requirement that the Offeror must provide weapons by manufacturer, model, and serial number (MAL – Master Authorization List).
We understand this requirement; however, we are unable to provide specific serial numbers prior to contract award. This is because we cannot formally assign or authorize any guard or firearm to a government contract until award and onboarding are complete. Submitting weapon information in advance would require us to designate firearms to personnel before the government has finalized its acceptance, which conflicts with industry practice and state regulatory procedures for armed guard assignment.
Regarding section 7.2.5, which states that “No personal weapons are authorized in the performance of this contract,” we would like to clarify how our firearms program operates:
• Under BSIS, all armed personnel we intend to assign to this contract have undergone full background checks and maintain valid BSIS Exposed Firearm Permits.
• Although the firearms are owned by the guards, these weapons are not used for personal purposes. They are strictly used in a professional capacity under our company’s policies and are registered, inspected, and qualified through BSIS requirements.
• The weapons are only carried while performing official security duties, meeting all state standards and oversight requirements.
• Our company maintains internal documentation, tracking, and compliance oversight for each guard-owned duty weapon to ensure they are used only in accordance with security regulations not as unrestricted “personal” firearms.
Given this structure, we want to confirm that providing the full MAL after contract award, once guard assignments and compliant duty-weapon authorizations are finalized, meets OCSO requirements.
We appreciate your time and assistance and want to ensure our submission is completely compliant. Please let us know if post-award submission of the MAL is acceptable or if additional documentation is needed at the proposal stage.
ANSWER: Yes, post-award submission is acceptable.
