The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring the services of Armed Guard Level II Services within the State of Hawaii for disaster declaration 4724.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice.

The solicitation number 70FBR925Q00000024 is being issued for a request for quotes (RFQ) and needs to be referenced on all quotation documentation submitted in response to this solicitation. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective August 7, 2025.

FEMA intends to enter into a single award Labor-Hour contract under North American Industrial Classification System (NAICS) 561612 Security Guards and Patrol Services. 

The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement and the following wage determination shall be applicable to the resulting purchase order: Wage Determination No.: 2015-5739 (Rev.-25).

The base contract period of performance is 365 days from the date of award, (2) 365-day and (1) 181 option periods.

A labor hour contract award may be made to the responsible offeror submitting an overall proposal that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.

This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
