QUESTIONS AND ANSWERS - 70FBR925Q00000024

1. Can armed FEMA officers that are currently vetted and working, be utilized upon contract award from other states of territories with active FEMA contracts? This is solely to meet FEMAs rapid deployment requirements. Due to the short turnaround time on this contract any currently vetted PSO can work on the contract while we get them cleared for the new contract.

2. Is there a work location on each site location in which to secure the officers firearms and ammunition? If not, should we include the pricing for safes at each location? FEMA does not allow storage of firearms or ammunition on any site. FEMA does have a waiver from the Maui Police Department to allow PSO’s to carry firearms to/from work and on post.

3. Is parking available for the assigned contractor employees? Yes

4. Is any site location at a remote location requiring portable toilets? Power generators? Not currently. FEMA will supply if needed.

5. Will the Government recognize a HUB zone contractor preference? No

6. Is there storage for equipment available? No. FEMA does not assume any risk or liability for contractor items.

7. As this is a rapid deployment, is the government amenable to allowing the required vetting, testing, physical and other administrative actions to occur while the officers are posted? This process can be a significant delay in normal operations, and a time frame or window could be established to ensure compliance and maintain a rapid deployment. No. We will allow the PSO’s to complete vetting paperwork and fingerprints on post, however any company required activities must be done off post and are not paid by FEMA.

8. Is there an incumbent? If so, can you provide the name of this company? Paragon Systems

9. If FEMA completes its required work at an efficient pace, would the contractor be asked to close its operations early prior to the one-year contract? Yes, this is possible.
