About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting proposals for the fabrication, certification testing, and delivery of material components for a Cable Cutter and Reeling Machine Assembly. All material components specified in this contract are classified as LEVEL I Material and/or Material to be installed within a SUBSAFE Boundary, indicating stringent quality and safety requirements typical of submarine-related procurement. The solicitation was posted on February 4, 2026, with a response deadline of March 12, 2026, which represents the extended due date established through a recent amendment to the original notice. The amendment also modified page limits for the technical proposal table in section L.3 and removed the twenty-page overall limit on technical proposals. While the notice does not explicitly detail evaluation criteria, the emphasis on SUBSAFE certification and LEVEL I Material classification suggests that technical qualifications, testing capabilities, and compliance with submarine safety standards will be critical factors in proposal evaluation.
This solicitation includes no set-aside designations, meaning it is open to all eligible contractors. The notice does not identify current contractors or potential incumbents, nor does it specify an award value or budget range for this procurement. The NAICS category assigned is All Other Miscellaneous Fabricated Metal Product Manufacturing (332999), and the PSC category is Miscellaneous Power Transmission Equipment (3040). No specific quantity of components, production timeline, or place of performance details are provided in the solicitation notice summary. Interested contractors should note that this is a specialized procurement requiring expertise in submarine-grade material fabrication and SUBSAFE certification processes, which may limit the pool of qualified bidders.
