About this opportunity
The Department of the Interior Fish and Wildlife Service seeks levee erosion control services for the Savannah National Wildlife Refuge, with proposals due July 24, 2026. This is a Total Small Business set-aside; Amendment 1 corrected the initial SF-1449 designation to reflect this classification.
Place of performance is Jasper County, South Carolina, covering approximately 100 acres of managed wetland levees. The work is a one-year turn-key project running September 1, 2026 through August 31, 2027, requiring site preparation through mowing and herbicide application; repair of 100% of eroded levee slopes with crowned tops; and establishment of native vegetation comprising at least five grass species and five forb species beneficial to pollinators, with 99% removal of invasive species including Chinese tallow tree, Chinaberry, white mulberry, bahiagrass, bermudagrass, Vasey grass, torpedo grass, Phragmites, and Sesbania species. Work areas span several miles of linear segments generally 40–60 feet in total width and must be conducted during daylight hours seven days per week. Contractors may use drones for mapping, herbicide application, progress review, and seeding. Personnel must comply with safety requirements including PPE with tick repellent and snake protection due to presence of ticks, venomous snakes, and alligators.
The contractor must submit an initial work plan within 15 days of award, monthly progress reports by the 10th of each month, and a final project report within 30 days of completion detailing plant material usage, herbicide totals, and maintenance recommendations with post-work photographs. A mandatory site visit is July 15, 2026 at 10:00 AM EST. Questions are due July 17, 2026 at 10:00 AM EST. Approved herbicides include glyphosate, imazapyr, imazamox, and triclopyr; others are approvable within one week. The NAICS code is 115310 with a $11.5 million size standard. Evaluation prioritizes technical acceptability including past performance, with price evaluated for reasonableness. The contracting officer is Joni Dutcher; electronic submissions are required to Joni_Dutcher@fws.gov.
