About this file

This is Standard Form 30 (Amendment of Solicitation/Modification of Contract) Amendment 1 to solicitation 140F0S26Q0032, issued by the Fish and Wildlife Service (FWS) Over SAT G/S, located at 5275 Leesburg Pike, Falls Church, VA 22041, with an effective date of 07/20/2026. The amendment is not extended and clarifies that this is a Total Small Business Set-Aside procurement, correcting the SF-1449 box 10 designation. The solicitation covers habitat restoration and invasive species management services over a one-year period of performance from 09/01/2026 to 08/31/2027, with work to be completed on approximately 100 acres.

The amendment provides Questions and Answers addressing contractor inquiries regarding drone use for herbicide application and surveillance (permitted), seed mix specifications (not mandated; proposals will be evaluated), payment schedule (partial payments acceptable for mobilization, labor/equipment, and final completion), freshwater availability (120 gallons/minute at fire shop), herbicide pre-approval (glyphosate, imazapyr, imazamox, and triclopyr approved; others approvable within one week), work plan submission timing (with bid for proposal comparison), and water sourcing for hydroseeding (permitted from site ditches and freshwater point, but not from Savannah River). The award timeline is dependent on approval process completion. This amendment does not require contractor signature and does not include specific pricing, quantities, or unit rates in the provided document pages.

Amendment 1 is to provide Questions and

Answers, and to reflect that on the SF-1449 box

10 is incorrect, that this is a small business set-aside and not unrestricted.

Questions & Answers from Solicitation

140F0S26Q0032

1. Will we be allowed to use drones for herbicide application?

Yes, we will allow drones to be used on this project for various applications, including mapping, invasive species surveillance, progress reporting, and herbicide treatments.

2. When will this bid be awarded?

The award is dependent on how quickly the approval process is completed.

3. Do you have a list of invasive species that must be 99% removed?

No, we do not have a list of invasive species that must be removed. This will vary across the different sites but generally includes all

Chinese tallow tree, Chinaberry, white mulberry, Sesbania spp., Phragmites australis, bermudagrass, bahiagrass, Vasey grass, centipede grass, torpedo grass, and any other known invasive, exotic trees, shrubs, forbs, and grasses.

4. Since native seed costs vary widely, will all bidders be required to use a specific seed mix?

No, we did not specify seed mix species due to all prospective vendors possibly not having access to certain species. We will evaluate proposed seed mixes to be used while reviewing bids to make certain that they meet our needs for completion of the project.

5. The SAM.gov opportunity posing identifies the solicitation as a Total Small Business

Set-Aside (FAR 19.5). However, the SF-1449 included with the package appears to indicate the acquisition is Unrestricted, with the set-aside boxes left unchecked. Could you please confirm whether this procurement is intended to be a Total Small Business Set-Aside or an Unstricted acquisition?

This is a Total Small Business Set

6. Is there a high volume of fresh water source?

Yes, we have a high-volume water point adjacent to the work site at the fire shop.

7. What is the payment schedule? Are we able to bill transportation and materials on the front end?

Much of the second question would relate to how many times you are willing to do partial payments. I was thinking over a year period of the project having a partial payment for seed and other material purchase/mobilization early on, labor and equipment midway through, and a final payment when all is complete. For the seed material (we require an attached invoice from the company you are purchasing the seed from along with the transportation costs).

8. Is there a freshwater source? If so, where is it, and what is its flow rate?

Yes, there is a freshwater source

a. Located at the fire shop in the maintenance complex that we drove through on the site visit

b. Flow rate is 120 gallons/minute

9. For the rock areas that don¿t need to be seeded, do they need to be recrowned on the levy?

Yes, the area that is planned for rocking needs to be re-crowned. Bid should be based on a per

(C) acre rate for 100 acres. All various practices done on this project may not be completed entirely on the same 100 acres.

10. Are there any pre-approved herbicides, and which are banned?

Yes, there are pre-approved herbicides (active ingredients glyphosate, imazapyr, imazamox, and triclopyr). All other herbicides needed can most likely be approved in a relatively short period of a week or so once we know what is proposed.

11. Clarification from contract and meeting: Do you want the work plan? Turned in 15 days after it¿s awarded or with the bid so you can compare?

Yes, the work plan should be submitted to compare the proposals.

12. If we hydroseed, would we be permitted to pull water from the ponds or flooded areas on site?

Yes, it would be allowed to pull water from ditches on site but not from the Savannah

River. There is a freshwater (well water) point at the fire shop within the maintenance complex that provides 120 gallons per minute.
