About this file

This document is Standard Form 30 Amendment 002 to Solicitation 140F0S26Q0032, issued by the U.S. Fish and Wildlife Service (FWS) Over SAT G/S, effective July 22, 2026. The amendment provides questions and answers from a pre-bid site visit related to an invasive species treatment and habitat restoration project.

The project involves treating a variety of invasive, non-native species including Chinese tallow tree, Chinaberry, white mulberry, bahiagrass, bermudagrass, Vasey grass, torpedo grass, Phragmites, Sesbania species, and other noxious weeds across several miles of linear work areas generally 40-60 feet in total width. Work includes reworking eroded material onto slopes without changing slope grades, with native grass and forb species selected based on site-specific soil types and conditions. Contractors may conduct soil sample analysis as needed, use drones for mapping, herbicide application, progress review, and seeding, and must comply with safety requirements including PPE with tick repellent and snake protection due to the presence of ticks, venomous snakes, alligators, and other hazardous wildlife. The period of performance is September 1, 2026, to August 31, 2027. The government indicated it will not disclose budget constraints to prospective contractors. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline specified in the original solicitation documents.

Amendment 2 is to provide Questions from the pre-bid site visit

Questions & Answers from Solicitation

140F0S26Q0032

1. What types of invasive species are expected to be treated?

a. A variety of invasive, non-native species are to be treated. Species will vary depending on each particular site but may include Chinese tallow tree, Chinaberry, white mulberry, bahiagrass, bermudagrass, Vasey grass, torpedo grass, Phragmites, Sesbania spp, and other noxious weeds.

2. Are the slopes going to be changed or is just the eroded material going to be reworked onto the slopes?

a. The material that eroded down onto the adjacent berm will be reworked, and the slope will not be changed.

3. Can other material be transported in from off-site?

a. No, we would rather not take a chance on getting even more invasive species hauled in with other soil. We do have some capacity on the refuge to provide a limited amount of topsoil, but most reshaping will be done with material pulled back of that has eroded in recent years.

4. What species of native grasses and forbs should be planted during this project?

a. All species should be selected to perform best on certain sites. Soil type and slope vary greatly across the project area. The better matched the species are to the particular site, the more likelihood for success.

5. Can the contractor take soil samples for analysis to best match native species and any

7. Are ticks, venomous snakes, alligators and other hazardous wildlife present?

a. Yes, all of the above. Proper PPE should be worn, including tick repellent containing deet and snake boots/chaps to prevent bites from venomous snakes. Do not go into the water anywhere in the project area. Large alligators are present year-round.

8. Can you tell us what budget constraints there are with this project?

a. No, that information is not provided to prospective contractors.

9. Is the project to be cone large field?

a. The project area consists of several miles of linear work areas that are generally 40 - 60 feet in total width.
