About this opportunity

The Department of the Army Corps of Engineers Kansas City District anticipates solicitation for lease of approximately 1,200 square feet of nonresidential office space in Washington, Missouri to replace expiring government-occupied space, with information responses due by October 6, 2026. No set-aside applies.

The Government will evaluate proposals on economic advantage, weighing the cost of alternate space against relocation expenses including physical move costs, tenant improvement replication, telecommunications infrastructure, and agency downtime. Lessor bears full responsibility for all permits, drawings, construction, maintenance, and certificate of occupancy compliance. Space must be delivered as tenantable premises with utilities included to demarcation points: electricity, gas, water, sanitary sewer, trash removal, high-speed internet, and phone service.

Buildout specifications mandate construction and security compliance per GSA standards for multi-service recruiting facilities. Mechanical systems require HVAC at 0.75 cubic feet per minute per square foot with individual service thermostats and 70–76 degrees Fahrenheit control. Electrical distribution includes minimum 20-amp circuits with quadplex outlets at 8-foot spacing in offices; LED lighting at 50 foot-candles in work areas and 30 in non-work areas; and color-coded CAT 6 data wiring. All telecommunications and security equipment must comply with 2019 NDAA restrictions prohibiting Chinese-origin equipment from Huawei, ZTE, Hytera, Hikvision, or Dahua, supported by written certification before and after installation. Flooring requires porcelain tile in entries and restrooms, vinyl composition tile in storage, and carpet in offices. Architectural finishes must meet Level 5 drywall standards. Windows require laminated glass or fragment retention film. Security features include touchless restroom fixtures, hardwired exit signs with battery backup, and smoke detectors with 85 dB alarms.

Standard lease terms include five-year duration with 90-day Government cancellation right. Rent accrues upon substantial completion and Government acceptance. Contact Rick Randle at rick.randle@usace.army.mil or 816-389-3933.

Notice text

The US Government currently occupies office and related space in a building under lease in Washington, MO that will be expiring.  The Government is considering alternate space if economically advantageous.  In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.  The amount of square footage needed is approximately 1200 square feet.  Information should be sent to Rick Randle, at rick.randle@usace.army.mil, 816-389-3933.
