About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, is preparing to solicit lease proposals for office and related space in Hays, Kansas, with proposals due October 5, 2026. The Government currently occupies approximately 1,580 gross square feet under an expiring lease and will consider alternate space if economically advantageous, weighing relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure buildout, and agency downtime against available options.

No set-aside applies to this procurement. Place of performance is within the City Limits of Hays, Kansas, with a delineated geographic area specified in the RLP.

The lease must be fully serviced and turnkey with a five-year initial term and a 60-day Government termination right. Required infrastructure includes 24-hour unrestricted access, communications capability (DSL, T1, or satellite dish), a secondary exterior exit door (or provision for installation), and 24-hour lighted parking for three Government vehicles plus adequate onsite or nearby parking within a 4-block radius. Offerors must provide a Phase I Environmental Site Assessment at their own expense and certify compliance with NDAA prohibitions on equipment from China, Huawei, ZTE, Hytera, Hikvision, and Dahua. All construction finishes, mechanical systems (HVAC maintaining 70-76°F), plumbing, electrical (20-amp minimum circuits with quadplex outlets spaced 8 feet), communications infrastructure (CAT6 cabling), security systems (specified video intercom and CCTV/NVR with 14-day recording), and janitorial services follow detailed Military Standards specifications.

Award will be made to the offeror providing best value based on price and technical factors considered approximately equal in importance. Technical criteria include location quality, building access, parking availability, floor plan efficiency, high-speed internet availability, accessibility compliance, and avoidance of 100-year floodplains.

Offerors must register in SAM, provide evidence of property ownership or control, and submit rent proposals itemizing all building operating costs and services on USACE Form 1364. Contact Kathy Cherrito at Katherine.a.cherrito@usace.army.mil or 816-772-5413.
