About this opportunity
The U.S. Army Corps of Engineers, Kansas City District, intends to solicit a five-year lease for approximately 1,200 gross square feet of office and related space in Washington, Missouri, with proposals due July 9, 2026. The Government currently occupies leased space in Springfield, Missouri that will expire and is evaluating alternate locations based on economic advantage, including relocation costs such as physical moves, tenant improvement replication, telecommunications infrastructure, and agency downtime.
Place of performance is the delineated area encompassing the City of Washington, Missouri, with eligible buildings having frontage on boundary streets. The Government requires 24-hour unrestricted access, direct secondary exterior exit, communications infrastructure (DSL, T1, or satellite), and 24-hour lighted parking for two vehicles plus additional parking on-site or within a four-block radius.
Technical requirements include compliance with 2019 National Defense Authorization Act prohibitions on communications equipment and electronic security applications from China, Huawei, ZTE, Hytera Communications, Hikvision, and Dahua Technology. HVAC systems must maintain 70–78 degrees Fahrenheit with MERV 8 or greater filters. Interior finishes require Level 5 drywall standards, suspended ceilings with acoustic tiles (NRC 0.65 or greater), demising walls with STC 45 minimum sound attenuation, and porcelain tile entry areas. Security infrastructure includes Aiphone IXG Series door stations, Hanwha NVR closed-circuit television with 6MP vandal dome cameras, 14-day continuous recording capacity, and 55-inch Samsung 4K displays. The lessor must provide evidence of property ownership or control, a Phase I Environmental Site Assessment at the lessor's expense, accessibility and fire protection compliance verification or commitment to remediation, and asbestos management plans where applicable.
Award will be based on best-value analysis balancing price and technical factors as approximately equal in importance. The lessor must maintain minimum liability insurance of $1,000,000 combined and property damage coverage of $500,000, plus full replacement value fire and extended coverage on the building. The Government retains 90-day termination rights at any time after October 31, 2002.

The Government is considering alternate space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The amount of square footage needed is approximately 1,200 square feet. Information should be sent to Realty Specialist Nya King, at nya.g.king@usace.army.mil, Phone Number. 816-772-5648.
