About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, intends to solicit lease proposals for approximately 1,140 gross square feet of office space in Lawrence, Kansas, with proposals due July 1, 2026, at 12:00 a.m. CDT. The government will evaluate competing space as economically advantageous against the expiring lease, factoring in relocation costs including physical move, tenant improvements, telecommunications infrastructure replication, and agency downtime.

Place of performance encompasses the entire city limits of Lawrence, Kansas, including buildings with frontage on boundary streets. The lease term is up to five years with government termination rights on 60 days' notice and no lessor cancellation right.

The space must provide 24-hour unrestricted access, direct exterior exit access, 24-hour lighted parking for two government vehicles with additional parking within four blocks, and communications infrastructure including DSL, T1, or satellite service. HVAC systems must maintain temperatures between 70–78 degrees Fahrenheit. The lessor is responsible for all maintenance, repairs, utilities (electricity, gas, water, sanitary sewer, trash removal, janitorial services twice weekly, internet and phone service), fire protection systems, and landscaping. Buildings must comply with ABA accessibility standards, include minimum two remote exits per floor with automatic fire sprinkler systems for below-grade and certain above-grade spaces, and meet indoor air quality standards for asbestos, mold, carbon monoxide, carbon dioxide, and formaldehyde. The lessor must obtain a Certificate of Occupancy or equivalent fire protection engineer certification and provide as-built CAD drawings within 60 days of space acceptance.

Award will be made on best value, weighting price (fully serviced rent, construction costs, and lessor contributions) approximately equally with technical factors including location, neighborhood quality, building appearance, floor plan efficiency, parking, signage, and high-speed internet access. Offerors must submit evidence of property ownership or control, the completed USACE Proposal to Lease Space Form 1364, pricing details, and architectural floor plans. Environmental Phase I Assessment per ASTM standards may be required at the offeror's expense. Offerors must register in SAM or provide proof of registration initiation.

Notice text

The US Government currently occupies office and related space in a building under lease in Lawrence, KS that will be expiring.  The Government is considering alternate space if economically advantageous.  In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.  The amount of square footage needed is approximately 1,140 square feet.  Information should be sent to Kathy Cherrito, at Katherine.a.cherrito@usace.army.mil, 816-389-3821.
