About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, is soliciting lease proposals for approximately 4,981 square feet of office space in St. Joseph, Missouri to replace its current leased facility upon expiration. The government will evaluate proposals based on a combination of price and technical factors of approximately equal importance, with technical criteria including location within city limits, neighborhood characteristics, building accessibility, parking availability, building appearance, compatibility of adjacent businesses, signage potential, floor plan efficiency, and high-speed internet availability. Key requirements include 24-hour unrestricted access, communications infrastructure (DSL, T1, or satellite), direct exterior exit access, and 24-hour lighted parking for government vehicles. The lease will be for up to five years with termination rights for the government. Proposals must be submitted by December 15, 2025, at 8:00 a.m. CDT to Katherine A. Cherrito at Katherine.a.cherrito@usace.army.mil or 816-389-3821, with the government reserving the right to award without discussions.

This procurement carries no set-aside designation and represents a standard commercial real estate lease arrangement. The government will consider the economic advantages of alternate space while accounting for relocation costs, including physical move expenses, tenant improvement replication, telecommunications infrastructure setup, and agency downtime. Prospective lessors must complete the USACE Recruiting Form 1364, provide evidence of property ownership and System for Award Management registration, and accept federal lease terms and general clauses. The space must comply with comprehensive construction and security specifications for military recruiting facilities, including specific architectural, mechanical, electrical, and communications standards, as well as detailed janitorial service requirements with twice-weekly cleaning schedules and specialized annual maintenance. While no specific budget range is disclosed, lessors must provide detailed cost breakdowns including base rent, property taxes, insurance, maintenance, utilities, and parking charges.

Notice text

The US Government currently occupies office and related space in a building under lease in St. Joseph, MO that will be expiring.  The Government is considering alternate space if economically advantageous.  In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.  The amount of square footage needed is approximately 4,981 square feet.  Information should be sent to Kathy Cherrito, at Katherine.a.cherrito@usace.army.mil, 816-389-3821.
