About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, intends to solicit a fully serviced lease for approximately 831 square feet of office and related space in Bolivar, Missouri, with proposals due August 7, 2026, at 11:59 a.m. CDT. No set-aside applies. The Government currently occupies leased space in Bolivar that will expire and is evaluating alternate locations if economically advantageous, factoring relocation costs including physical move, tenant improvement replication, telecommunications infrastructure, and agency downtime against the cost of remaining.

Place of performance is within the city limits of Bolivar, Missouri. Lease term is up to five years with 60-day termination rights for the Government. The Government requires 24-hour, seven-days-per-week unrestricted access; direct or common-area exterior exit; communications infrastructure including DSL, T1, or satellite capability; 24-hour lighted parking for two government vehicles plus adequate onsite or four-block-radius parking for privately owned vehicles.

Technical requirements include comprehensive build-out per the provided Construction and Security Specifications, encompassing HVAC systems maintaining 70–76 degrees Fahrenheit; dedicated restroom facilities; potable water with hot water at 105 degrees Fahrenheit; 20-amp minimum electrical circuits with quadplex outlets spaced maximum 8 feet apart; low-voltage CAT 6 communications cabling with color-coded designations; LED lighting providing minimum 50 foot-candles in work areas; security infrastructure including Aiphone intercom, CCTV, and roller shade controls; exterior doors with fragment retention film or laminated glass and Grade 1 electrified hardware; Level 5 drywall finishes; and sound-attenuating demising walls with minimum Sound Transmission Class 45. Twice-weekly janitorial services are required, including trash removal, HEPA-filtered vacuuming, disinfection with EPA-registered products, and restroom cleaning. All equipment and materials must comply with the 2019 National Defense Authorization Act prohibitions on Chinese-origin telecommunications and security equipment.

Award will be made to the responsible offeror whose proposal represents the best value considering price and technical factors approximately equal in importance. Offerors must submit evidence of property ownership or control, complete USACE Form 1364 with detailed pricing, and comply with accessibility, fire protection, environmental, asbestos, and historic preservation requirements. Contact Nya King at Nya.g.king@usace.army.mil or 816-772-5648.

Notice text

The US Government currently occupies office and related space in a building under lease in Bolivar, Missouri that will be expiring.  The Government is considering alternate space if economically advantageous.  In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.  The amount of square footage needed is approximately 831 square feet.  Information should be sent to Nya King, at Nya.g.king@usace.army.mil, 816-772-5648.
