About this opportunity

The U.S. Army Corps of Engineers Kansas City District is seeking a lease for approximately 4,800 square feet of nonresidential office space in Florissant, Missouri to replace an expiring lease. The government will evaluate potential spaces based on technical factors and price, with both being approximately equal in importance, considering location, neighborhood characteristics, building access, parking, appearance, and communications infrastructure. Key requirements include 24-hour unrestricted access, DSL/T1/satellite communications infrastructure, direct access to a secondary exterior exit, and parking for 13 government vehicles plus additional spaces for privately owned vehicles. Potential lessors must submit their proposals via email to Katherine A. Cherrito (Katherine.a.cherrito@usace.army.mil) or by mail delivery by December 11, 2024 at 8:00am CDT. The lease will be awarded on a best-value basis, with the government seeking a fully serviced, turnkey lease that covers all lessor costs including operating expenses, real estate taxes, and related insurance.

The procurement is not set aside for any specific business category, meaning it is open to all qualified lessors. The proposed lease term is up to 5 years, with the government retaining a 90-day cancellation right. While no specific incumbent is mentioned, the solicitation indicates the government currently occupies leased space in Florissant that will be expiring. The lease will consider potential relocation costs, including physical move expenses, tenant improvement replication, and telecommunication infrastructure reconstruction. Specific space requirements include communications infrastructure, 24-hour lighted parking, and the ability to accommodate government operational needs. Potential lessors will need to complete GSA Form 1364 to propose their space, which requires detailed financial information about base rent, property taxes, insurance, maintenance, and utility costs.

Notice text

The US Government currently occupies office and related space in a building under lease in Florissant, MO that will be expiring.  The Government is considering alternate space if economically advantageous.  In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.  The amount of square footage needed is approximately4,800 square feet.  Information should be sent to Kathy Cherrito, at Katherine.a.cherrito@usace.army.mil, 816-389-3821.
