About this opportunity

The Department of Justice Bureau of Prisons is seeking training services for less lethal munitions certification through a Request for Quote for Training for Trainers (T4T) programs. The procurement requires a qualified vendor to provide comprehensive certification training for Security Officers across three regional training centers, covering topics including munitions history, legal issues, chemical agents, launcher types, diversionary devices, use of force protocols, and deployment techniques. The contractor must supply extensive munitions for student deployment, including distraction devices, rubber rounds, smoke grenades, stingball grenades, and various specialized munitions across 40mm and 12-gauge platforms, with certification valid for a minimum of four years. The government will use a lowest price technically acceptable (LPTA) evaluation methodology, with technical capability and past performance weighted equally. Quotes must be submitted electronically by June 25, 2025, at 2:00 PM EST to k2redman@bop.gov, with offerors required to be registered in SAM.gov at the time of award.

This procurement is designated as a total small business set-aside under NAICS code 332994 with a size standard of 1,000 employees. The training will be conducted at three specific locations: FCI Leavenworth Training Center in Kansas (August 13-14, 2025), USP Lewisburg Training Center in Pennsylvania (August 27-28, 2025), and FCC Butner Training Center in North Carolina (September 17-18, 2025). Each regional training session will accommodate 19 students, totaling 57 students across all three locations. The contract structure includes separate Contract Line Item Numbers (CLINs) for each regional training course with pricing quoted per student on a firm-fixed-price basis. While no specific contract value is disclosed, the procurement involves training delivery over a concentrated timeframe during August and September 2025 across multiple Bureau of Prisons facilities.
