About this file

This Statement of Work (SOW) details a Training for Trainers (T4T) certification for less lethal munitions for the Federal Bureau of Prisons (BOP). The requirement is for a vendor to provide comprehensive training certification for Security Officers across multiple regional training centers, specifically in the North Central, East, and Middle Atlantic regions during August and September 2025. Training will cover topics including history of less lethal munitions, legal issues, chemical agents, launcher types, diversionary devices, use of force, reporting procedures, range safety, and deployment techniques.

The training requires the vendor to bring extensive munitions for student deployment, including distraction devices, rubber rounds, smoke grenades, stingball grenades, and various specialized munitions across 40mm and 12-gauge platforms. The certification must be valid for a minimum of four years and will certify Security Officers to instruct end users in munitions deployment at their respective facilities. The solicitation is a total small business set-aside with training scheduled at FCI Leavenworth (KS), FCI Lewisburg (PA), and FCC Butner (NC) training centers, with 19 students per region. Quotes are due by June 25, 2025, with the government planning to award a firm-fixed-price contract using a lowest price technically acceptable (LPTA) evaluation methodology.
