About this opportunity
The Federal Retirement Thrift Investment Board seeks temporary legal support services through an indefinite-delivery/indefinite-quantity contract with proposals due July 6, 2026. The contract is a five-year IDIQ vehicle with a base period from December 1, 2026 through November 30, 2027, plus four one-year option periods.
Place of performance is Washington, DC. The procurement covers three primary task areas: legal support for the Agency's Privacy Program (primary focus in years 1 and 2), general legal advice to the Office of General Counsel across Employee Benefits, Employee Relations, Ethics, Compliance, Federal Procurement, and FOIA, and litigation support. Staff attorneys must be licensed U.S. law school graduates with minimum one year of experience in privacy law (Privacy Act, E-Government Act, FISMA) for Privacy roles, or minimum two years in federal ethics, procurement, employee benefits, or FOIA for General Law roles. The Program Manager must have at least five years of federal agency project management experience and is not required to be on-site or billable full-time. Contractor personnel must complete background investigations, obtain PIV credentials, sign Non-Disclosure Agreements and Ethics Agreements, and complete cybersecurity and records management training. All work products and deliverables become exclusive Government property.
The pricing schedule requires four predefined labor categories: Program Manager (100 hours yearly), Staff Attorney (Privacy) (1,920 hours base year; 2,000 hours in option years), Staff Attorney (General) (1,000 hours base year; 1,200 hours in option years), and Other Direct Costs/Materials. Fully burdened hourly rates apply. The estimated contract value is $15.5 million for the base period. Evaluation uses a best-value tradeoff approach with Technical Approach and Past Performance equally weighted and collectively more important than Price. Submissions require three volumes: Technical Approach (15 pages maximum), Past Performance (6 pages maximum with minimum three references), and Price Schedule (no page limit). The NAICS code is 541110, Offices of Lawyers; PSC is R418, Support—Professional: Legal. Amendment 1 extended the RFQ due date from June 29 to July 6, 2026, and included government responses to vendor questions.
