About this file
This is a Request for Quotation (RFQ) and Statement of Work for an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for legal support services issued by the Federal Retirement Thrift Investment Board (FRTIB). The Government intends to award a single five-year IDIQ contract allowing for fixed-price labor-hour task orders. The base period runs from December 1, 2026, through November 30, 2027, with four one-year option periods extending through November 30, 2031. Questions were due by June 15, 2026, and quotations were originally due July 6, 2026, with an amendment extending the deadline to July 6, 2026, at 12:00 PM EST. Quotations must be submitted in three volumes: Technical Approach (15 pages), Past Performance (6 pages), and Price Schedule (no page limit).
The contract requires legal support services across three primary tasks: Privacy Office support (Task 1), general legal advice (Task 2), and litigation support (Task 3). Contractor personnel must include a Program Manager with at least five years of experience in project management for federal agencies, Staff Attorneys (Privacy) with minimum one-year experience in Privacy Act and FISMA matters, and Staff Attorneys (General Law) with minimum two years' experience in federal ethics, procurement, employee benefits, and FOIA. The pricing schedule identifies labor hours across all performance periods: Program Manager (100 hours base, 100 hours per option period), Staff Attorney (Privacy) (1,920 hours base, increasing to 2,000 hours in option periods), Staff Attorney (General) (1,000 hours base, increasing to 1,200 hours in option periods), and Other Direct Costs. Contractor personnel must complete background investigations, obtain PIV credentials, sign Non-Disclosure Agreements and Ethics Agreements, and complete cybersecurity and records management training. All deliverables, work products, and data created under the contract are exclusive Government property with no contractor retention rights. Evaluation will be conducted using a best-value tradeoff approach, with Technical Approach and Past Performance equally weighted and more important than Price.
