About this opportunity
The Federal Housing Finance Agency (FHFA) is seeking legal services from law firms experienced in federal employment law matters, specifically for Equal Employment Opportunity (EEO) and employment law representation through an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. FHFA requires firms capable of responding quickly to urgent matters involving representation before the EEOC, Merit Systems Protection Board (MSPB), federal courts, and other administrative bodies. Key qualifications include extensive experience in federal civilian personnel law, with attorneys located within 150 miles of FHFA headquarters in Washington, DC, and demonstrated expertise in litigation, settlement negotiations, and legal advisory services related to federal employment matters. Evaluation will proceed in stages, first assessing law firm experience, then evaluating non-price factors including past performance and conflict of interest mitigation plans, and finally reviewing pricing for the two highest-rated quotes. The deadline for submitting questions was January 8, 2025, and quotations are due by January 16, 2026, as posted on the Contract Opportunities webpage.
This solicitation is designated as a Total Small Business set-aside under NAICS code 541110 (Offices of Lawyers) with a size standard of $15.5 million. The current incumbent is Kalijarvi, Chuzi, Newman & Fitch, P.C., valued at $1,500,000. FHFA anticipates awarding two IDIQ contracts with a total maximum contract value of $2,600,000 over five years (March 2026 through February 2031), though the agency reserves the right to award fewer or more contracts based on its best interest, with a minimum guarantee of $1,000 per awardee. The contract will be structured as a labor-hour arrangement with task orders issued as needed, with FHFA anticipating fewer than five Title VII defense litigation cases per year. Services will be performed in Washington, DC, and the contract requires monthly narrative reports, network access, homeland security background clearance, and strict confidentiality protocols for FHFA's controlled unclassified information.
