About this opportunity

The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice regarding a sole source procurement for LECO Corporation. The notice pertains to the renewal of a Platinum Maintenance Plan for a LECO CHNS (Carbon, Hydrogen, Nitrogen, Sulfur) analytical instrument. The procurement is being conducted under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. NETL intends to negotiate and award a purchase order directly to LECO Corporation for a one-year maintenance period from March 30, 2025, to March 29, 2026. The agency has determined that LECO Corporation is the sole qualified vendor for this specific maintenance service due to their unique ability to provide installation, adjustment, training, and ensure equipment compatibility.

Contractors interested in responding to this Special Notice must submit written evidence of their capability to meet NETL's requirements by 3:00 PM Eastern Standard Time on February 17, 2025. Responses must be emailed to anissa.beasinger@netl.doe.gov, with telephone responses explicitly not being accepted. The notice emphasizes that NETL has conducted market research and believes no alternative sources exist that can satisfy their specific maintenance requirements for the LECO CHNS instrument. While the notice invites potential contractors to demonstrate their capabilities, it clearly states that the final determination to compete or not compete the requirement remains solely within the government's discretion. The primary objective is to ensure continued calibration and operability of the specialized laboratory equipment within NETL's operating environment. Interested parties should carefully review the specific technical and operational requirements before submitting a response.
