About this opportunity
The Federal Emergency Management Agency intends to solicit technical services for design, development, and demonstration of a foundational software factory and unified access portal prototype for FEMA's Learning Management Ecosystem, with responses to this Request for Information due August 31, 2026. No set-aside applies.
FEMA operates more than 20 fragmented, independently managed learning management and content management systems across multiple directorates, requiring separate logins and creating redundant workflows, siloed operations, and security risks. The procurement addresses this through three objectives: design and implement a software factory pipeline minimum viable product capable of building, testing, and deploying a portal prototype in FEMA's ServiceNow cloud environment with toolchain consolidation recommendations and control documentation aligned to OCIO governance and cybersecurity standards; build and demonstrate a unified access portal prototype providing single login and landing page access to multiple LMS systems with Section 508 accessibility validation, service design artifacts, and change management strategies; and develop roadmaps for federated identity management across all LMS platforms with recommendations for future LMS consolidation. The unified access model must support PIV-based access for federal employees and centralized authentication via Login.gov for external users including state, local, and first-responder communities.
All work is performed remotely unless otherwise directed by the Contracting Officer Representative. The base performance period runs from September 15, 2026 to January 31, 2027, with one optional performance period from February 1, 2027 to February 28, 2027. NAICS code 541512 (Computer Systems Design Services) and PSC 7D20 (IT and Telecom—Service Delivery Management) apply. Responses must include a cover page, capability statement (maximum 2 pages), and RFI responses (maximum 5 pages) addressing business structure, prototype design, consolidation strategies, five-month completion feasibility, proposed tools and technologies, rough order of magnitude cost estimates with assumptions, labor mix and staffing, risks and mitigation, and requirements feedback. Questions are due August 26, 2026. Submit responses electronically to Ross Wakeman, Contracting Officer (ross.wakeman@fema.dhs.gov) and Myeshia Daniels, Contract Specialist (Myeshia.daniels@fema.dhs.gov).
