About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is seeking a contractor to deliver a comprehensive Leadership Training Program for military personnel, specifically targeting Noncommissioned Officers (NCOs) and their spouses. The program requires delivery of a transformative, evidence-based leadership course utilizing hybrid instructional methods and a "learn, do, teach, lead" model to enhance leadership capabilities and personal resilience. The curriculum must cover leadership, resiliency, stress management, communication, conflict resolution, physical activity, psychological health, family relationships, and resource referral processes, with content tailored to each participant group. The contractor must provide all personnel, instructional content, materials, equipment, virtual platform support, and follow-up services as part of this non-personal service contract. The Request for Information (RFI) responses were due by 1:00 PM on August 18, 2025, with the actual training program scheduled to run from September 2-12, 2025.

This opportunity is designated as a Woman-Owned Small Business set-aside under NAICS code 611430 for Professional and Management Development Training. The program will serve approximately 100 military personnel and 100 military spouses through two concurrent daily courses (morning and afternoon sessions) conducted over a 10-day period. The training includes individual one-on-one sessions and spouse participation components, with morning sessions required to incorporate physical activity. While the RFI documents reference both Fort Hood and Fort Bliss locations, the solicitation appears to be coordinated through the Mission and Installation Contracting Command system. No specific award values, incumbent contractors, or budget ranges were disclosed in the available documentation.
