About this opportunity

NASA's Shared Services Center is soliciting multiple Blanket Purchase Agreements for its Leadership Experience Program, with quotes due October 23, 2026, at 3:00 p.m. CT. This is a Brand Name or Equal To procurement structured as firm-fixed-price commercial item awards, evaluated on lowest price technically acceptable (LPTA) basis.

Contractors must operate within aerospace, aviation, commercial space, defense, advanced technology, or scientific research sectors and demonstrate large-scale technical operations with complex engineering teams, specialized facilities, and contributions to major technological innovation focused on the future of flight, space, and advanced technologies. Place of performance is at contractor facilities; facilities near NASA's ten main centers are preferred to minimize travel costs.

The BPA covers an initial period from November 2026 through October 2027, with four optional one-year extensions extending through October 2031. NASA expects to host up to 48 participants annually across all awards, with individual contractors hosting between one and four participants per year. Immersion experiences range from a minimum of two weeks (70 hours) to a maximum of six months, pairing GS-13/14 (Emerging Leaders) and GS-15 (Senior Leaders) participants with executive sponsors (VP, Director, Dean, or Principal Investigator level) for daily shadowing and mentorship. Contractors must deliver Technical Approach Documents, per-person cost breakdowns excluding NASA-covered participant costs, executive sponsor biographies, scheduling proposals, and logistical coordination. The program emphasizes four core learning themes: Technical Decision Making and Risk Mitigation, Innovative Technology Solutions including Super Intelligence capabilities, Leadership and Organizational Effectiveness, and Business Model and Strategy.

NAICS code is 611430, Professional and Management Development Training. All offerors must be registered at SAM.gov and provide two points of contact with name, phone number, and email. Written questions are due October 20 at 3:00 p.m. CT. Submit quotes to Tiffany Neal at TIFFANY.NEAL@NASA.GOV with the solicitation number 80NSSC27947456Q in the subject line. Quotes must remain valid for 30 days.
