About this file

This is a Statement of Work for a five-year Blanket Purchase Agreement (BPA) establishing NASA's Leadership Experience Program (LEP), a multiple-award training initiative for high-potential NASA leaders at the GS-13/14 (Emerging Leaders) and GS-15 (Senior Leaders) levels.

The program requires external contractors to provide comprehensive industry or academic immersion experiences hosted on-site at contractor facilities, with immersions ranging from a minimum of two weeks (70 hours) to a maximum of six months. Each immersion must pair participants with an executive sponsor (VP, Director, Dean, or Principal Investigator level) for daily shadowing, mentorship, and strategic dialogue. Contractors must deliver Technical Approach Documents, cost breakdowns on a per-person basis (excluding NASA-covered participant salary, travel, lodging, and per diem), executive sponsor biographies, scheduling proposals, and logistical coordination details including badging and IT access facilitation. The program emphasizes four core learning themes: Technical Decision Making and Risk Mitigation, Innovative Technology Solutions (including Super Intelligence capabilities), Leadership and Organizational Effectiveness, and Business Model and Strategy. Contractors must operate within aerospace, aviation, commercial space, defense, advanced technology, or scientific research sectors, demonstrate large-scale technical operations with complex engineering teams and specialized facilities, contribute to major technological innovation, and focus on the future of flight, space, and advanced technologies.

The BPA covers an initial period from November 2026 through October 2027, with four optional one-year extensions extending through October 2031. NASA expects to host up to 48 participants annually across all BPA awards, with individual contractors hosting between one and four participants per year. Facilities near NASA's ten main centers are preferred to minimize travel costs. All contractors must maintain active System for Award Management (SAM.gov) registration, comply with Chapter 41 of Title 5 U.S.C., undergo NASA Office of General Counsel review for ethics and organizational conflicts of interest, and execute individual Memoranda of Understanding with each participant addressing proprietary information protection, intellectual property, facility access, safety protocols, and conduct standards. Performance evaluation will be conducted through post-immersion participant surveys assessing alignment with stated learning objectives.

Statement of Work Leadership Experience Program (LEP) – Industry and Academic Immersion

Blanket Purchase Agreement (BPA)

Fiscal Year 2027 Page 1 of 6

Employee Training

1. Objective/Requirements The Office of the Chief Human Capital Officer is requesting external Employee Training sessions be procured and internally hosted for NASA leaders. This 5-year Blanket Purchase Agreement (BPA) establishes the Leadership Experience Program (LEP) to immerse NASA’s high-potential leaders (Emerging Leaders GS-13/14 and Senior Leaders GS-15) into leading aerospace, aviation, commercial space, defense, advanced technology, and scientific research organizations. The objective of this immersion is to exchange best practices, build cross-sector agility, and understand private-sector/academic incentives, operations, and challenges. Specific topics include working with limited resources, understanding the benefits of vertical integration or cross-disciplinary research, and finding mutually beneficial program development paths between external partners and NASA. Each BPA awarded under this multiple-award program is expected to host between one (1) and four (4) participants per year. A single immersion experience shall host either one

(1) or a maximum of two (2) participants concurrently. Therefore, hosting the maximum of four (4) participants requires conducting multiple separate immersion experiences. Across the entirety of the LEP, NASA expects to send up to 48 participants per year distributed among all its BPA awards.

2. Characteristics, Scope, and Specs Leadership Experience Program (LEP) The Contractor shall provide comprehensive industry or academic immersion experiences. Participants must be paired with an executive sponsor (VP, Director, Dean, or Principal Investigator level) for the entirety of the immersion to provide daily shadowing, strategic dialogue, and mentorship. The Contractor shall facilitate active learning through collaborative problem-solving, facility/laboratory tours, learning conversations, and participation in key leadership meetings.

Deliverables

For each Immersion Call/Order under this BPA, the Contractor shall provide:

a. Technical Approach Document: A comprehensive document displaying a baseline agenda for the immersive training, detailing all activities, meetings, and potential training locations.

b. 2 Point of Contacts (POCs): To facilitate questions and coordination of Memorandum of Understanding (MOU) signings per participant.

c. Executive Sponsor Details: The name and a detailed biography of the proposed executive sponsor(s) providing daily mentorship.

d. Cost Breakdown: A clear Cost Per Person (including design, delivery, participation fees, and materials). Note: The Contractor shall NOT include participant salary, travel, lodging, or per diem, as

NASA directly pays these expenses.

e. Scheduling: Proposed dates and locations for the immersion, including blackout dates if applicable.

f. Logistical and Access Coordination: Provide a brief detailing travel considerations, required badging processes, and computer/IT access protocols. The Contractor must facilitate all badging/IT access and conduct at least one onboarding and one offboarding meeting (which may be virtual).

Characteristics

The Contractor’s immersion program shall incorporate the following core themes into the participant's experience:

a. Technical Decision Making and Risk Mitigation: Understand how the Contractor evaluates technical alternatives (including safety, cost, and schedule impacts) and implements risk mitigation.

b. Innovative Technology Solutions: Evaluate and scale the use of emerging technology tools, including advanced Super Intelligence (SI) capabilities.

c. Leadership and Organizational Effectiveness: Understand approaches to knowledge sharing, operational excellence, and continuous improvement.

d. Business Model and Strategy: Understand core products/research outputs, supply chain or grant acquisition strategies, and methods for improving competitiveness. innovate.

Scope

During the immersion, participants shall be given the opportunity to:

a. Understand the Contractor's business or academic conduct, management approach, organizational structure, and operations planning, highlighting variances from government practices.

b. Observe how the Contractor plans, allocates, and executes work, including how government, supplier, or grant-funding requirements are analyzed against existing infrastructure.
