About this opportunity

This Special Notice announces an Industry Day hosted by the U.S. Army Corps of Engineers (USACE) Baltimore District in partnership with Letterkenny Army Depot (LEAD). The event is scheduled for October 15, 2025, at Morgan State University in Baltimore, Maryland, beginning at 9:00 AM ET with briefings concluding by 11:45 AM ET, followed by networking opportunities. The Special Notice was published by the Department of the Army Corps of Engineers Engineering District Baltimore on September 24, 2025, with updates issued through October 9, 2025. The Industry Day will feature several fiscal year 2026 and 2027 LEAD projects, with the primary focus on the Component Rebuild Shop project valued between $25 million and $100 million. The event aims to introduce contractors to multiple upcoming construction and design projects at LEAD and to educate industry participants on the Design Build to Budget (DB2B) acquisition strategy.

The primary objective of the Industry Day is to present an overview of USACE's DB2B procurement methodology and to solicit industry feedback through a voluntary Project Labor Agreement survey conducted in accordance with FAR 22.5. Contractors are encouraged to register in advance through the SAM.gov survey link and to submit questions prior to the event to ensure comprehensive answers during the presentation. Each company is limited to two participants at the event, and while registration is not mandatory, it is strongly encouraged due to space limitations. There are no specific eligibility restrictions mentioned for contractor participation; however, contractors with expertise in commercial and institutional building construction, particularly those capable of design-build delivery methods, would be well-positioned to pursue these opportunities. The featured projects include the Component Rebuild Shop, Rocket & Missile Maintenance Facility, Voelz ACP, and several other FY26 and FY27 initiatives, with contract magnitudes ranging from less than $9 million to $100 million across various procurement methods.
