About this opportunity
The U.S. Army Corps of Engineers, Baltimore District, is soliciting design and construction services for a new Component Rebuild Shop at Letterkenny Army Depot in Pennsylvania. This unrestricted procurement will be awarded as a single Firm-Fixed-Price contract using a Two-Phase Design-Build to Budget approach in accordance with Federal Acquisition Regulations. The successful offeror will be responsible for developing the complete design solution and maintaining professional integrity of the final design, as the Government will not provide detailed construction plans. The procurement process consists of Phase One, a qualifications-based competition anticipated to be issued on or about March 13, 2026, which will select a shortlist of the most qualified offerors, followed by Phase Two, where shortlisted competitors will receive a draft RFP and participate in one-on-one proprietary meetings to finalize the scope of work. The solicitation number is W912DR26RA034, with a publicized release date anticipated on or about April 8, 2026, and interested parties can access the opportunity at SAM.GOV and the Procurement Integrated Enterprise Environment module.

The scope of work includes vehicle repair bays, administrative offices, building support areas, utilities, paving, and parking. The estimated project magnitude ranges between $25,000,000 and $100,000,000, with a hard construction cost limitation of $78,000,000 that will constrain the final scope of work developed during Phase Two negotiations.
