About this file

This PowerPoint presentation is for the U.S. Army Corps of Engineers (USACE) Baltimore District's Letterkenny Army Depot (LEAD) Industry Day scheduled for 15 October 2025. The event will provide an overview of multiple design and construction projects anticipated for fiscal year 2026, with a total contract magnitude ranging from $35-100M across several key projects. The primary acquisition strategy will be Design Build to Budget (DB2B), focusing on fixed budgets and collaborative scope definition, with projects including a 72,000 sf Component Rebuild Shop, a Missile/Munitions Distribution Facility, a Rocket & Missile Maintenance Facility, Building 350 Renovation, an Ammunition Demolition Shop, an Information Processing Center, a Microgrid, and Water Distribution Lines. The projects will have varying contract periods of performance between 1.5-3 years and will use different procurement methods including Design-Build, Design-Bid-Build, and Construction MATOC, with contract values ranging from less than $9M to $100M.

Baltimore District Date: 15 Oct 2025 Acquisition Strategy Design Build to Budget

Key Features:

Budget-Led Scope Definition The budget is fixed and transparent from Phase II.

The scope is adjusted collaboratively to maximize value within the cost limit.

Acquisition Strategy: Design Build to Budget Contract Structure Procured under a firm-fixed-price contract (once design is aligned with budget).

Emphasis on functional/performance requirements, and contractor flexibility to innovate.

Merging efficiency of design-build with cost discipline by making the available funding the primary driver of scope decisions.

The Government provides a maximum budget (the “not-to-exceed” amount).

Design-builder tailors the design, materials, and construction plan to meet the Government’s needs within that funding ceiling.

Risk Allocation:

Design-builder assumes risk of meeting budget with the final product.

Government accepts that some features may be scaled back to stay within budget.

Reduces change orders, since the design evolves under the budget umbrella.

Acquisition Strategy: Design Build to Budget Desired Outcomes:

Budget certainty: Government avoids cost overrun/schedule slippage.

Efficiency: design and construction integrated early, minimizing wasted design effort.

Flexibility: encourages innovative solutions, material substitutions, and value engineering.

Federal/USACE Application:

Aligned with FAR Part 36 (Construction & A-E Contracting) under Design-Build authority.

Two-Phase Design-Build selection (FAR 36.3):

Phase I: Evaluate qualifications and conceptual approach.

Phase II: Shortlisted firms propose technical and cost solutions tied to the budget. Stipend is provided to unsuccessful firms.

Project Labor Agreements (FAR 22.5) guidance for projects over $35 million.

Baltimore District Date: 15 Oct 2025 PLA Considerations & Other planned Acquisition

PLA Considerations Surveys on projects estimated less than $35M.

Waiver considerations based upon market research.

PLA Considerations & Other planned Acquisition strategies Other Acquisition Strategies:
