About this opportunity
Army Contracting Command – Rock Island Arsenal seeks design and construction solutions for facility upgrades at Lake City Army Ammunition Plant, including a new decontamination facility, demolition and replacement of a pyrotechnic waste treatment facility, refurbishment of a neutralized explosive wastewater treatment facility, and demolition and replacement of a neutralized explosive wastewater lift station, with proposals due September 1, 2026 at 1500 CST and questions due August 14, 2026 at 1200 CST. The procurement will be executed as a Firm-Fixed Price Other Transaction Agreement under 10 U.S.C. 2808a, with a Guaranteed Maximum Price structure negotiable if FFP is not feasible.
Place of performance is Lake City Army Ammunition Plant, Independence, Missouri. A 100% design was completed by Burns & McDonnell; offerors may leverage, modify, or redesign the existing design while maintaining the facility's ability to produce 1.6 billion rounds of small caliber ammunition annually. All work must be completed by November 4, 2030. Offerors must self-perform a minimum of 30% of construction work, be qualified design and/or construction contractors capable of obtaining performance bonds for the full award value, hold CMMC Level 1 certification, maintain a DUNS number and SAM registration, and demonstrate OTA eligibility through participation of nontraditional defense contractors or small businesses, third-party cost sharing, or demonstration of exceptional circumstances justifying innovative business arrangements. The project is structured in two phases: Phase I encompasses collaborative design validation, constructability reviews, and site investigations; Phase II covers physical construction following Phase I completion and FFP establishment. The government anticipates making one award but reserves the right to make multiple awards or none. Evaluation weighs performance and pricing (Evaluation Factor 1) and technical approach (Evaluation Factor 2), with preference for solutions that minimize cost and schedule impacts and address GOCO production environment challenges. NAICS 236210, PSC Y1PD.
