About this opportunity
The Maritime Administration seeks exclusive long-term lay berthing services for up to two Watson-class LMSR RRF vessels (TRAVIS E WATKINS and MITCHELL RED CLOUD) on the U.S. West Coast, with proposals due May 8, 2026. The procurement carries no set-aside and is unrestricted.
Place of performance is the U.S. West Coast; the Government may substitute vessels of similar size or smaller. The contract is structured as a 5-year IDIQ with a fixed-price base and cost-reimbursement components, awarded to the Lowest Price Technically Acceptable offeror, plus four optional 1-year extensions through April 14, 2031. The NAICS code is 488390 (Other Support Activities for Water Transportation); PSC is R425 (Support—Professional: Engineering/Technical).
Technical requirements include exclusive berthing with heavy weather mooring per UFC 4-159-03 standards at 85 mph sustained wind (reduced from 130 mph due to industry concerns). The contractor must provide minimum water depth of 4 feet greater than vessel draft, resilient fendering, pier apron support for 425 PSF loads and HS-20-44 trucks, security fencing and 24/7 guard coverage, parking for 20 vehicles per vessel, accommodation ladder platforms, electrical service (6 × 400-ampere circuits), potable water (200,000 GPD minimum), sewage collection, and telecommunications infrastructure. The contractor must secure all required permits, comply with USCG Captain of the Port requirements, maintain oil spill response plans, and provide proof of facility ownership or lease. Insurance minimum is $5 million (general liability, wharfingers liability, pollution exposure). Permits, licenses, and lease documentation must be submitted with the proposal. A draft heavy weather mooring plan is due 14 days post-award; final approved plan is due 14 days before contract start. Liquidated damages are $14,454 per calendar day of delay plus $44,984 per incident.
