About this file
This is a Questions and Answers document clarifying key requirements and evaluation criteria for RFP 693JF726R000009, a Maritime Administration (MARAD) solicitation for long-term lay berthing services for up to two Watson-class LMSR vessels on the U.S. West Coast. The base contract term is five years, with a ten-year option available for consideration. Proposals are due May 4, 2026, with MARAD typically requiring one month for technical review and award determination.
The Q&A addresses critical submission and evaluation requirements including: permits, licenses, and lease documentation must be submitted with the proposal rather than within 30 days of award; updated soundings (within six months of proposal) may be older at proposal submission if verified with current soundings 30 days prior to contract commencement; the contractor should anticipate approximately two fender removal and installation evolutions annually for moored vessel movements; and evidence of port services availability—such as a list of companies or historical berthing records—is sufficient, with actual letters from three ship repair facilities no longer required. The wind requirement has been reduced from 130 mph to 85 mph due to industry concerns.
