About this opportunity
Immigration and Customs Enforcement seeks full upfit services for four GMC Yukon XL AT4 Ultimate law enforcement vehicles, with proposals due June 10, 2026 (extended from June 3). The procurement is a Total Small Business set-aside, awarded as a Firm Fixed Price contract with Lowest Price, Technically Acceptable (LPTA) evaluation.
Place of performance is a single upfit location with final delivery to two sites: one vehicle to 1301 Girod Street, New Orleans, Louisiana 70113, and three vehicles to 500 12th Street SW, Washington, DC 20536. The vehicles are currently located in Washington, DC, and ICE requests pickup immediately following contractor selection.
The specification requires comprehensive upfitting including all-LED emergency lighting with siren and PA (Whelen CenCom Core or equivalent), Motorola radio prep package with covert triband 100W antenna with GPS and Wi-Fi, Truck Vault secure weapon storage, Amerex fire extinguisher, 35% maximum VLT window tint, Weather Tech or Husky floor liners, and SAE J1292–compliant DC electrical systems with sealed weatherpack connectors. All technicians performing electrical work must be ASE-certified. Work must comply with federal standards 49 CFR 393 and 571 and all DOT and FMVSS safety standards. Contractor must provide detailed pre-build documentation including wiring diagrams, NTEA Ultramod worksheets, weight tickets, and comprehensive manuals. Vehicles require minimum 10-mile road testing, minimum 1-hour idle testing with all equipment activated, and vocational testing before delivery. A minimum 3-year/36,000-mile warranty covering all parts and labor within CONUS is mandatory; ICE may request a first-order vehicle for verification before production of remaining three units.
Period of performance runs July 1 through October 30, 2026. Responses must include a five-page capability PDF, signed SF1449, 90-day quote validity statement, completed price quote, and Prior Experience Worksheet. Questions are due May 27, 2026. This Request for Quote (RFQ) is prepared as a small business set-aside. The Government anticipates a Firm Fixed Price (FFP) contract type. The purchase order will have an anticipated period of performance of four (4) months.
