Responsive quotes will be evaluated on a Pass/Fail basis; a passing quote demonstrates the offeror can provide all services in the Statement of Work (SOW) and has demonstrated prior experience. Offerors must submit: (1) a five-page PDF describing their capability and approach to providing upfit services; (2) a signed SF1449 form; (3) a statement that the quote is valid for 90 days; (4) a completed price quote; and (5) a completed Prior Experience Worksheet. Failure to include any required submission element renders the quote unresponsive and ineligible for award. No discussions or alternate submissions will be accepted, and award may be made based on initial submissions without further interaction.

Attachment A – Submission Instructions and Evaluation Criteria
INSTRUCTIONS TO OFFERORS AND EVALUATION CRITERIA
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) has a requirement for full upfit of ICE Law Enforcement vehicles. This Request for Quote (RFQ) is prepared as a small business set-aside in accordance with FAR Part 12, FAR Class Deviation 25- 21and HSAR Class Deviation 25-09, for FAR Part 120F
1, and FAR Part 19, FAR Class Deviation 26-031F
2. The Government anticipates a Firm Fixed Price (FFP) contract type. The purchase order will have an anticipated period of performance of four (4) months.

No other methods of submission will be accepted.
1.0 INSTRUCTIONS TO OFFERORS
1.1. General Quote Preparation Instructions
Information requested within this RFQ shall be furnished in writing, shall be prepared in accordance with the instructions provided, and shall conform to all aspects of this RFQ and the attached Statement of Work (SOW). To aid in evaluation, responses submitted shall be clearly and concisely

Quotes must clearly demonstrate how the Offeror intends to accomplish the work required and must include convincing rationale and substantiation of all claims. Offerors shall assume that the Government has no prior knowledge of their facilities, capabilities, and experience and will base its evaluation solely on the information presented in the Offeror’s quote. Each Offeror shall submit a response to the solicitation consisting of the items described below.
The information requested and the manner of submittal is essential to permit prompt evaluation of all quotes on a fair and uniform basis. Accordingly, any response in which material information requested is not furnished, indirect or incomplete, may be considered unacceptable for evaluation.
The following introductory information (letter format is acceptable) is required on the first page of Volume I of your quote and does not count toward the specified page limitations:
a) RFQ Number & Title,
b) Name and address of Offeror,
c) Name, telephone number & e-mail address of main point-of-contact (POC),
d) Name of your contract administration office (if applicable),
e) Date of submission,
f) Name, title and signature of authorized representative (if different than the POC), and
g) Unique Entity Identifier (UEI)
Offerors shall use standard 8½ x 11” size paper with, at minimum, 3/4” margins on all sides. The entire written submission shall use Times New Roman or other plain font that is easily decipherable and, at minimum, a 12-point font size for text and a 10-point font size for tables and graphics. All pages shall include page numbering. Any excess pages over the specified page limitations for each factor will not be considered or evaluated.
The Government will not pay any expenses incurred by any Offeror for the preparation and submission of a quote in response to this RFQ. Offerors are cautioned to ensure that their quotes are complete, address all requirements, are reflective of the evaluation factors and are submitted on the most favorable terms. Offerors are strongly encouraged to be succinct, clear, and concise in writing their quote. Graphical presentations must be within the main body of the quote, bullet-sized, and/or outline formats are welcomed where appropriate and count towards the page limit.
The Government cautions Offerors that taking exception to any terms or conditions of the RFQ, including submitting any alternate quote that requires attenuation of the requirement, may render a quotation unacceptable and the Offeror ineligible for award, unless the RFQ expressly authorizes such an exception with regards to a specific term or condition.
If any subcontractors or teaming partners are proposed, the Offeror’s quotes shall clearly delineate the name of each entity involved and the specific services to be performed by each partner.
1.2 Submission Content & Instructions
To be considered responsive, Offerors shall provide the following information as part of their Quote submission:
1. A pdf attachment outlining how the Offeror will fulfill the requirement of the SOW (limit 5 pages). This document shall clearly describe the Offeror’s capability and approach to providing upfit services specified in the SOW. The quote shall include sufficient information on proposed teaming arrangements and describe how the arrangement effectively provides a balance of technical resources across the team. Teaming arrangements are not mandatory, but if used, they shall clearly delineate the specific services/roles/responsibilities to be performed by subcontractors or teaming partners.
2. A signed copy of the SF1449 issued as part of this RFQ, confirming that the vendor acknowledges and agrees with all terms of the RFQ, and signed copies of all amendments issued (if applicable).
3. Statement from the Offeror that the Offeror’s quote is valid for 90 days from the date submitted.
4. Offerors shall provide a completed Price Quote
5. A completed Prior Experience Worksheet (Attachment C)
Failure to include any of the above will render the Quote unresponsive. Unresponsive quotes will not be evaluated and will not be further considered for award.
2.0 EVALUATION & AWARD
The Government intends to award an FFP contract to the responsible Offeror submitting the lowest price, technically acceptable (LPTA) quote that satisfies all terms and conditions of the RFQ. The Government intends to evaluate responsive quotes to the RFQ using the LPTA process. Quotes that are not deemed responsive will not be evaluated or considered for award.
Responsive quotes shall be evaluated in order of total price (lowest price first) until a technically acceptable quote is determined. Responsive quotes will be evaluated on a Pass/ Fail basis for acceptability only. A responsive quote shall be determined to be technically acceptable or unacceptable (pass or fail) based on the rating definitions in the table below. Due to the LPTA evaluation method, all responsive quotes may not be evaluated.
Award may be made based on initial submission without additional interactions. Offerors are therefore cautioned that each initial submission must contain the Offeror’s most competitive terms.
The Government does not intend to have discussions. No alternate submissions will be accepted.
Alternate submissions will be deemed unresponsive, will not be evaluated, and will not be considered for award. No submission/quote preparation costs shall be reimbursed.
Pass Offeror can provide all services* identified in the attached Statement of Work and has demonstrated prior experience.
Fail Offeror cannot provide all services identified in the attached Statement of Work or has not demonstrated prior experience. A FAIL rating deems the Quotation ineligible for award.
* If any subcontractors or teaming partners are proposed, the Offeror’s quotes shall clearly delineate the specific services to be performed by each subcontractor or teaming partner.
The Offeror’s proposed prices in Volume II – Price Proposal and Attachment D – Pricing Template will be evaluated in comparison with the Independent Government Cost Estimate (IGCE) and other quotes received for this solicitation to determine price fair and reasonableness for the tasks required in the SOW.
