The purpose of this third amendment is to 1) answer the additional questions submitted before the deadline of 12:00 pm eastern time on June 11th and 2) revise ATTACHMENT C: Statement of Objectives and ATTACHMENT D: Basis of Award. All revisions from the original ATTACHMENTS C and D are highlighted in yellow.
NOTE: Questions 1-3 were issued in the first amendment and the unumbered questions (4-9) were answered in the second amendment.
10. What are the dimensions for the weapons and armor that will be putting inside the lockbox (870 Shotgun, M-4 Rifle and body armor etc)?
Answer: The equipment will easily fit into the dimensions we requested for the lockboxes.
11. Do the weapons need to be laying down and therefore look like a pair of shoes in a box, or would they want them completely ready for deployment...standing?
Answer: Everything in the box will lie down including the box.
12. If you want them standing, should we make an insert for the weapons where the weapons would be cradled inside the box?
Answer: See answer #11, no insert to cradle weapons will be needed.
13. How will the box be mounted into the vehicle?
Answer: The box will be cable locked to a structural part of the vehicle.
14. Do we have to make brackets or pre-drilled holes? or do you have something outfitted in the vehicles that these boxes fasten to?
Answer: The box will need to have the ability to be cable locked to a structural part of the vehicle.
15. If the DHS already has brackets or threaded holes, what are the dimensions of the brackets/holes so that the boxes will line up perfectly with the fastening system?
Answer: Not-Applicable, see answer #14.
16. Do you need a partition between the weapons and the armor, or can the armor just be placed directly on top of the weapons?
Answer: No partition is needed or desired.
17. Do you have any FOIA information available on this contract?

18. Do you have a list of the interested vendors, and if so, would you please provide a copy?
Answer: No
20. If possible, could you disclose the purchase price of the current lockboxes being used?
Answer: See question #17
21. Is their a NSN or part number for the lockbox currently being purchased?
Answer: No
22. Does all exterior mounted components such as padlock, hinge, carrying handles, locking hasps have to be inside the dimensional envelope of 20"W x 36"D x 9"H?
Answer: Yes
23. Is the Lockbox to include the securement cable, and have provisions for cable attachment to the Lockbox?
Answer: The provisions for a cable attachment or other securing device are required (See Revised ATTACHMENT C: Statement of Objectives and ATTACHMENT D: Basis of Award)
24. The Padlock (Combination Type) supplied with this Lockbox. Can the Padlock be used to secure the Lockbox Door as well as cable securement?
Answer: No
25. Are these items to be shipped FOB Origin or FOB Destination, and are they to be shipped collect, or should we add freight to our quotation?
Answer: All quotes shall be submitted FOB Destination only as stated in the solicitation.
26. Will there ever be an instance where we would need to ship a small quantity of these boxes, for instance, fewer than the amount that will fit on a pallet (approximately 16 boxes)?
Answer: Yes, individual orders can be from 1 to over 2000 lockboxes, see Attachment B: Price Schedule and see Clause A.6, 52.216-19 ORDER LIMITATIONS (OCT 1995).
27. Can the door be less than 20"? (ie 19.25")
Answer: Yes, as long as a shotgun or rifle can be easily placed into the box and retrieved from the box without interference with the lid.
28. Is it acceptable to have a structural apparatus on the box, which the padlock/cable is secured to, protrude outside of the constraint dimensions? If so how much?
Answer: No
29. Which edge/corner would be preferred to have the padlock/cable attachment point on the box?
Answer: The lockbox should have the ability to be locked on either side of the trunk (See Revised ATTACHMENT C: Statement of Objectives and ATTACHMENT D: Basis of Award)
30. Is it acceptable for the locking mechanism to protrude above the top of the lid outside of the 9" constraint dimension (Example: lock cylinder, handle, padlock attachment apparatus, etc.)? If so how much?
Answer: No
31. Does the interior lining need to be on the underside of the top?
Answer: It is not required

The purpose of this amendment is to 1) answer additional questions and 2) inform all potential offerors that the deadline for questions is 12:00 pm eastern time on Friday, June 11th.
No more questions will be answered after this deadline.
Is there some type of standard to secure the box in the trunk, (such as a fixed metal plate with screw or bolt holes)?
Answer: The boxes are secured to a structural part of the vehicle by a padlock and cable or to a secure fixture such as an eyebolt.
Is the offeror to supply a complete and portable securing mechanism for the lockbox in the trunk?
Answer: No
If so, what is the orientation of the lockbox in the trunk, (parallel or perpendicular to the bumper)?
Answer: Perpendicular
If the door is designed to overlap the box when closed for security, is it acceptable if the lid is wider than 20 inches (i.e.20.25 inches)?
Answer: No, the total box width is to be 20 inches. The lid should fit with in that measurement.
Can you tell me who the is the incumbent supplier for these boxes (for comparison purposes)?
Answer: American Van Equipment
Are the units currently being used being considered for renewal or are you seeking a replacement?
Answer: See Revised ATTACHMENT C: Statement of Objectives.

The purpose of this amendment is to 1) answer questions, 2) extend the due date for both Parts I and II and 3) revise the Statement of Objectives and Basis of Award (see Revised ATTACHMENTS C and D).
NOTE: "Revised ATTACHMENTS C and D" replace the orginal "ATTACHMENTS C and D".
The due date for Parts I and II are hereby extended to no later than 4:00 pm Eastern time on July 1, 2010. The answers to offerors questions are below.
1. What is the weight of a full case of .40 caliber ammunition that is going to be used in the drop test? Answer: 39.5 lbs
2. Are the dimensions of the box as stated in the Project Background of the solicitation the proper dimensions to stow the intended 870 Shotgun, M-4 Rifle, and Body Armor? Answer: Yes As it is stated, they are for informational purposes. Does this mean for reference only or the dimensions to be used? Answer: The dimensions that are to be used have now been added as a constraint. Please see the revised Statement of Objectives and Basis of Award as both documents have been changed.
3. Can any mail carrier deliver the sample lock boxes? Yes, our facility accepts freight carriers, UPS, FedEx, USPS and others.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number HSCESS-10-Q-00005 is being issued as a Request for Quote (RFQ) to procure vehicle lockboxes in accordance with the attached Statement of Objectives (SOO) (see Attachment C: SOO). The award will be an indefinite delivery-indefinite quantity (IDIQ) contract. This contract will be department-wide i.e. the Department of Homeland Security and its components will be able to issue firm fixed-price delivery orders against the resultant contract. The government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government's best interest to do so.
NOTE: This is a total small business set aside for those offerors with the NAICS Code 332999 All Other Miscellaneous Fabricated Metal Product Manufacturing. The Small Business Size Standard is no more than 500 employees.
MINIMUM AND MAXIMUM THRESHOLDS: Total aggregate of all orders placed against this IDIQ contract will not exceed 14,650 lockboxes over five (5) years. The total guaranteed minimum for the base year of this contract is 1,000 lockboxes. If the Government determines that it is in its best interest to make multiple awards then, each awardee will receive an order for a guaranteed minimum of 500 lockboxes for the base year and 50 lock boxes for each option year exercised. No more than two awards will be made on a multiple award basis.
PERIOD OF PERFORMANCE: The ordering period of performance will be one year with four one-year options.
Content and Instructions for Quote Submission:
Quotes shall be submitted in two parts; Part I - Technical and Part II - Pricing. Part I and II are due on June 21st no later than 4:00 pm EST.
In order for quotes to be considered responsive they must contain the following: Three identical lockboxes for evaluation, offeror's plans/specifications for their offered product, where it is manufactured, a completed price schedule (see Attachment B), and the three (3) offeror references (POC names, addresses, phone numbers, and e-mail addresses) contact information for past performance evaluation. Please ensure that the contact information is accurate and current. Furthermore, the offeror shall submit responses to all provisions within the solicitation where they are required.
Part I: Technical
Content for Part I. are: Three Identical Lock Boxes, Specifications and Response to Production Capability. PLEASE DO NOT INCLUDE ANY PRICING OR PAST PERFORMANCE INFORMATION WITH PART 1.
NOTE: The contract will contain the specifications from the awardee(s) lock boxes.
Offerors must submit three sample identical lockboxes (designed to meet the objectives and constraints listed in Attachment C: Statement of Objectives) for evaluation purposes. The evaluation factors, ratings and basis of award are listed in Attachment D. The three (3) lockboxes should be delivered to the following address:

All boxes must be mailed - no hand deliveries from offerors will be accepted.
NOTE: These samples are to be submitted at no charge to the Government. Each offeror should note that the lock boxes will not be returned after testing has concluded.
Offerors shall provide a response discussing their production capability if faced with the following scenario and include it with Part 1 (Offerors are to submit this document with the lockboxes):
Scenario: Assume single award was made. Awardee receives two orders from different DHS components for 500 lock boxes a piece. The second order comes the same week of the first. All lock boxes need to be delivered in three months.
Offeror shall discuss how it will manage multiple orders by discussing capabilities i.e. equipment and staffing, the ability to obtain additional working capital if necessary, and how will delivery be managed. This discussion should be typed on an 8 ½" x 11" piece of paper in Font Type 12 Time New Roman with a page limit of one.
Part II: Pricing
Content for Part II - Offerors shall include a completed copy of Attachment B: Price Schedule and the three (3) offeror references (POC names, addresses, phone numbers, and e-mail addresses) contact information for past performance evaluation. Please ensure that the contact information is accurate and current. Offerors shall be responsible for their computation and quoted pricing. In addition, Offerors where required, shall answer and include all responses to provisions within this solicitation as part of this part.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41, effective May 13, 2010.
