Statement of Objectives

Law Enforcement Vehicle Lockboxes

Mission

The Department of Homeland Security (DHS) will lead the unified national effort to secure America. DHS will prevent and deter terrorist attacks and protect against and respond to threats and hazards to the Nation. DHS will secure our national borders while welcoming lawful immigrants, visitors, and trade.

The United States Immigration and Customs Enforcement (ICE), the largest investigative arm of the Department of Homeland Security, is responsible for identifying and shutting down vulnerabilities in the nation’s border, economic, transportation and infrastructure security.

Project Background

Law enforcement agents and officers under the DHS must keep their weapons and other critical body equipment safe from auto thieves and vandals. The ICE National Firearms and Tactical Training Unit (NFTTU) currently uses a metal lockbox that has the following dimensions 20” W x 35” D x 8.5” H with a door 22” D x 20” W with a continuous hinge located approximately 14” from top rear of box.

A comparable or better metal lockbox is required. The specifications of the current lockbox being utilized is for informational purposes; ICE encourages offerors to submit all designs that meet the following objectives and constraints for evaluation.

Project Description and Overarching Objectives

The vehicle lockboxes must:

Have a configuration that it will fit into the trunk of most passenger vehicle trunks and accommodate an 870 shotgun, M-4 rifle and officer body armor completely outfitted, Be capable of securing the agents’ weapons, body armor, and other pertinent equipment from would be auto thieves and vandals, Effectively resist three forcible entry attempts, and When empty, be capable of being loaded into the vehicle by a single individual.

Constraints

The lockbox must comply with the following constraints:

Dimensions shall be 20" W x 36" D x 9" H with a door 22" D x 20" W with a continuous hinge 20" long and run the width of the box. The hinge should be located approximately 14" from top rear of box.

Padlock and/or other locking mechanism shall have both a key and combination locking function and be provided with the lockbox, Lockbox interior must be lined in order to protect the items stored within, Lockbox lid or box opening recesses must also have material to dampen noise when mobile due to the metal on metal contact, Must have ability to withstand the weight of objects, thrown on top of it i.e. ammunition boxes and tires, All metal shall be powder coated with non-emissive finish of clear, black, or gray, Empty weight shall not exceed 50 lbs, Items secured in lockbox must be easily loaded when box is mounted within the vehicle trunk, Lockbox shall have provisions for a cable attachment or other securing device, Lockbox shall have the ability to be locked on either side of the trunk ,and Must have the ability to be easily mounted to a vehicle and transferable to another.

Deliverables

The delivery schedule and location for the initial order of 1,000 lock boxes is below:

Quantity Due Date 200 Lockboxes 45 days after award 200 Lockboxes 60 days after award 200 Lockboxes 90 days after award 200 Lockboxes 120 days after award 200 Lockboxes 150 days after award *If multiple awards are made then the schedule still remains the same but the total quantity is reduced.

The delivery locations and schedules for all other orders will be established on their respective orders.

Quarterly Delivery Report to include: (Component, Quantity, Total Amount, and the CO/ Purchaser)
