About this opportunity
The United States Marine Corps, through MCI-EAST Regional Contracting Office, seeks laundry and dry-cleaning services for Marine Corps Service Charlie uniforms at three locations, with quotations due June 12. The procurement is set-aside 100% for small business concerns.
Place of performance encompasses three Marine Corps installations: Port Covington Marina in Baltimore, Maryland; Manhattan Cruise Terminal in New York; and Flynn Cruiseport in Boston. The contractor must perform dry-cleaning only with strict military pressing standards—male Service Charlie shirts require seven military creases (three in back, two in front, one per sleeve); female shirts require center creases on sleeves only without vertical body creases; trousers for both genders must have sharp vertical creases from hem to approximately two inches above the crotch. The contractor must handle polyester/wool blend fabrics at carefully regulated temperatures to prevent melting and glossy shine, and exercise particular care with scarlet red trouser stripes to prevent dye bleeding. The Government pre-sorts garments by major category and individually marks each item with the Marine's name. Drop-off occurs at a single designated location per cycle; the contractor is responsible for transportation to and from their facility. Turnaround is 30 hours non-negotiable, with all garments due at pickup by the specified deadline. Garments must be returned on individual hangers in clear plastic bags. Lost or delayed items trigger vendor reimbursement to service members. The contractor must coordinate with the Government Point of Contact at least 72 hours in advance to secure necessary access credentials for each location. Payment is disbursed only after full cycle completion and Government acceptance; partial invoices are not acceptable. Prime contractors may utilize subcontracted laundry facilities while remaining fully responsible for subcontractor performance. The Government intends a single award covering all locations but reserves the right to make separate awards by location if necessary. PSC code is S209; NAICS code is 812320. All responsible small business sources must be registered in SAM to submit.
