About this file

This file is a Questions and Answers document addressing contractor inquiries regarding laundry and dry-cleaning services for Marine Corps Service Charlie uniforms at three designated locations: Port Covington Marina (Baltimore), Manhattan Cruise Terminal (New York), and Flynn Cruiseport (Boston).

The service requires strict dry-cleaning only with precise military pressing standards, including specific crease configurations for male and female shirts and trousers. Male shirts require seven military creases (three in back, two in front, one per sleeve), while female shirts require center creases on sleeves only without vertical body creases. Trousers for both genders must have sharp vertical creases from hem to approximately two inches above the crotch. Contractors must handle specialized polyester/wool blend fabrics at carefully regulated temperatures to prevent melting and glossy shine, and must exercise particular care with scarlet red trouser stripes to prevent dye bleeding. The Government will pre-sort garments by major category and individually mark each item with the Marine's name. Drop-off occurs at a single designated location per cycle, with the contractor responsible for transportation to and from their facility. The 30-hour turnaround requirement is non-negotiable, with all garments due at pickup by the specified deadline. Garments must be returned on individual hangers in clear plastic bags. Zero tolerance applies to discrepancies; lost or delayed items require vendor reimbursement to service members. The Government will create a master manifest, and contractors must sign receipt forms confirming bulk counts. Contractors must coordinate with the Government Point of Contact at least 72 hours in advance to secure necessary access credentials for each location. Payment will be disbursed only after full cycle completion and Government acceptance; partial invoices are not acceptable. The Government intends a single award covering all locations but reserves the right to make separate awards by location if necessary. Prime contractors may utilize multiple subcontracted laundry facilities while remaining fully responsible for all subcontractor performance.

Q&A 1.Are these uniforms strictly dry-clean only, or do they have special washing and pressing instructions? – Strictly Dry-Clean Only Female Shirt Sleeves: One (1) sharp crease running down the center-top of each sleeve.

Body: The front and back of the female shirt must be pressed smooth and flat. Do not apply the vertical military body creases (the 3 in back, 2 in front) used on male shirts.

Male Shirts (7-Crease Military Press):

Back: Three (3) evenly spaced vertical creases running from the yoke/collar seam to the bottom of the shirt tail.* Front: Two (2) vertical creases, one on each side, running from the shoulder seam straight down through the center of each pocket to the bottom of the shirt Sleeves: One (1) crease running down the center-top of each sleeve

Female and Male Trousers Trousers: Must present a sharp, smooth vertical crease centered on the front and back of each leg, extending from the bottom hem to roughly 2 inches above the crotch.

2.Will the dirty uniforms be pre-sorted when dropped off, or will the cleaners need to sort and catalog everything themselves?- Uniforms will be pre-sorted by the Government into major categories (e.g., male shirts, female trousers) to assist the contractor with applying the correct pressing standards.

3.Will the Government consider partial performance or multiple contractor support for different locations or cycles if it improves performance reliability?-Multiple contractor support is acceptable; partial performance is NOT ACCEPTABLE.

4.“Is there any flexibility within the 30-hour turnaround requirement in cases of partial early completion or phased return of garments?”-NO.

5.“What is the Government’s acceptable tolerance for discrepancies in garment counts, and what is the required process for resolving lost or delayed items?- Zero tolerance. Members have limited number of garments and require max accountability. If lost or delayed, vendor will be required to reimburse service member.

6.Should invoicing reflect a single blended rate per item, or should garments be itemized by type (e.g., shirt vs. trousers) with separate pricing?- Complexity in cleaning trouser vs blouse varies slightly. Same pricing recommended.

7.Are there any special cleaning requirements, such as dry-clean only items, stain treatment expectations, or fabric-specific handling procedures?- strictly Dry-Clean Only. The vendor must be prepared to handle specialized military fabrics (wool blends), apply professional stain treatments, and take specific precautions to protect anodized brass buttons and color-sensitive striping Because these uniforms are polyester/wool blends, pressing them at excessively high temperatures or without a proper pressing cloth will cause the fabric to melt slightly, leaving a permanent, glossy "shine" on the uniform. Pressing temperatures must be strictly regulated.

The scarlet red stripe down the side of the trousers must be treated carefully to ensure the red dye does not bleed into the blue wool during the dry-cleaning process.

8.“Can the Government clarify the expected condition of garments upon receipt (e.g., lightly worn, heavily soiled, presence of stains)?”- Lightly soiled, presence of stains 9.“Will all garments be delivered at once per cycle, or will deliveries be staggered over a period of time within the drop-off window?”- All garments are delivered once per cycle 10.Will the Government pre-tag all garments with laundry tickets prior to drop-off, or is the contractor responsible for tagging and tracking items upon receipt?”- The Government will ensure garments are individually marked. The contractor is responsible for their own internal tagging and tracking system (e.g., barcode or pin tags) upon receipt to ensure accountability.

11.“Is the contractor required to sort and return garments by individual Marine, or is bulk return acceptable?- Bulk return is acceptable, provided the garments are sorted by major category (e.g., all male trousers together) and are properly hung and packaged to protect the military creases.

12.“Will each garment be individually labeled with the Marine’s name or identifier, or will items be turned in and returned in bulk?”- Yes. Per military regulations, each garment will be marked with the Marine's name. The contractor is expected to use this information for internal tracking.

13.“Can the Government provide a more detailed breakdown of the estimated garment mix per Marine (e.g., number of shirts, trousers, and jackets/blouses per individual)?- It’s estimated to be 1-2 Charlie Shirts and 1-2 Trousers per Marine.

14.Garment Exchange Process Please clarify the responsibilities of the Contractor and Government personnel regarding garment drop-off and pick-up. Specifically:

- Will Marine Corps personnel deliver garments to designated locations at scheduled drop-off times?- Marine Corps personnel will deliver all garments to a single designated location at the scheduled drop-off time.

- Is the Contractor responsible for transporting garments from the designated locations to the laundry facility and back?- The Contractor is responsible for transporting garments from that designated location to their facility and back.

- Will Government personnel be present at designated locations during scheduled delivery and return times to receive and release garments?- Government personnel will be present during scheduled times to conduct the official handover and receipt of garments.

15. Turnaround Time Requirement Please confirm that if the schedule indicates a drop-off on July 1 at 9:00 AM and a pick-up on July 2 at 3:00 PM, the Contractor is expected to return all cleaned garments by July 2 at 3:00 PM.- Correct. The pick-up time is the final deadline by which all garments for that cycle must be returned.

16. Uniform Pressing Standards Regarding the laundering and pressing of Marine Corps Service Charlie uniforms, please clarify if specific military pressing standards are required, including Military Crease requirements for shirts and trousers. If available, please provide appearance standards, pressing specifications, reference photographs, or applicable uniform regulations.- Please refer to question 1.

17. Hangers and Garment Covers Please confirm if cleaned garments must be returned on hangers and/or in individual garment bags.- Yes. To preserve the military creases and maintain the uniforms' pristine appearance, all cleaned garments must be returned on individual hangers and protected by clear plastic garment bags.

18. Accountability and Tracking Please clarify if the Government requires individual garment tracking, Marine identification, inventory logs, or receipt forms at drop-off and pick-up.- The Government will create a master manifest at the point of collection. The contractor will be expected to sign a receipt form confirming the bulk counts received (e.g., 320 male shirts, 150 female trousers). The contractor's internal tracking must be sufficient to guarantee return of the same bulk counts.

19. Access Requirements Will Contractor personnel require special credentials, badges, or escorts to access the Port Covington Marina (Baltimore), Manhattan Cruise Terminal (New York), and Flynn Cruiseport (Boston)?- The contractor must coordinate with the Government Point of Contact (POC) for each location at least 72 hours in advance to determine and process all necessary access requirements (escort). The Government will facilitate this process, but the responsibility to provide information and secure credentials rests with the contractor.

20. Invoicing and Payment Please confirm the invoicing process and payment terms, specifically regarding partial invoices and the anticipated payment timeframe following acceptance.- Payment will be disbursed only after the service is fully completed and accepted by the Government. Invoices must be submitted upon the successful completion of the entire cleaning cycle. Partial invoices for incomplete services will not be accepted.

21. Award Structure Does the Government intend to make a single award covering all locations or separate awards by location?- The Government's primary intent is to make a single award covering all locations. However, if a single award is determined to be unfeasible, the Government reserves the right to make separate awards by location.

22. Use of Multiple Laundry Facilities Based on our market research, the volume and turnaround requirements may necessitate using four to six qualified laundry facilities per metropolitan area. Please confirm that the Prime Contractor may utilize multiple subcontracted facilities, provided the Prime Contractor remains fully responsible for performance- The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement.
