About this opportunity

The Department of Agriculture Agricultural Research Service seeks installation of a lateral move irrigation system at its facility in Kimberly, Idaho, with quotations due June 26, 2026. This is a Total Small Business Set-Aside; the small business size standard is $45 million.

Place of performance is Kimberly, Idaho (Northwest Irrigation and Soils Research Laboratory). The primary requirement is installation of a hose feed, electric cord lateral move sprinkler system with variable rate irrigation controls on a 20-acre field (Field 1), configured as 660 feet wide by 1,300 feet long with four spans, GPS-guided navigation, Nelson Irrigation 15 psi pressure regulators, olive plate rotator sprinklers mounted 60 inches above soil surface via poly hard drop hoses, and a VRI control system supporting water-controlled solenoid valves, multiple stopping points, up to 10 sequential speed changes (maximum travel speed 9 to 12 feet per minute), and remote monitoring via computer or smartphone. Water supply comes from an existing 8-inch buried mainline via two 5-inch soft hoses; 3-phase 480 VAC power is sourced 480 feet south and 680 feet west of the southwest corner. An optional identical system is available for installation on an adjacent field (Field 2), potentially supplied by pipeline extension or existing 10-inch buried mainline.

Work must commence within 7 calendar days of notice to proceed and complete by April 1, 2027; the main system runs July 6, 2026 to April 1, 2027, and the optional system runs October 1, 2026 to April 1, 2027. A firm fixed price contract will be awarded. Performance and payment bonds are required. Organized site visits are scheduled for June 3 at 9:00 AM MDT and June 4 at 1:00 PM MDT; registration is required by June 2 at 3:00 PM MDT. Questions are due by June 12 at 4:00 PM MDT. Evaluation uses lowest price technically acceptable criteria, considering technical approach, company experience with similar projects, and past performance. Price quotations must remain firm for 90 days from the due date; option pricing is valid through September 30, 2026. Amendment 01, issued June 15, 2026, posts the site visit sign-in sheets; acknowledgement of the amendment is required with proposal submission. NAICS code is 237110. Davis-Bacon prevailing wage rates apply.
