About this opportunity

The Library of Congress has issued a Special Notice regarding a sole-source contract for servicing its Lasergraphics 5K+ Scan Station scanning system located at the National Audiovisual Conservation Center (NAVCC) Film Preservation Laboratory. The notice is published in accordance with Federal Acquisition Regulation (FAR) 5.2 for Synopsis of Proposed Contract Actions. The scanning system, originally installed in Fiscal Year 2014, is a critical component of the Library's digital preservation efforts, converting motion picture films into digital files. The Library intends to award the contract to Grass Valley USA, LLC for ongoing maintenance and technical support of the specialized scanning equipment. This procurement is being conducted under procurement code 2025-LGR-0089 and follows the agency's internal guidelines for contract justification.

The primary objective of this Special Notice is to provide transparency for a sole-source contract that will ensure continued operation of the Lasergraphics scanning system essential to the Library's audiovisual preservation mission. The contract will cover comprehensive technical support, including unlimited technical assistance, priority two-hour response times, and factory-certified replacements. The initial contract period is structured as a one-year base contract with potential for four additional one-year extensions, all to be exercised at the Library's discretion. Contractor eligibility is effectively limited to Grass Valley USA, LLC due to the specialized nature of the equipment and the need for proprietary technical expertise. The contract is valued for a five-year period from 05/15/2025 to 05/14/2029, with the Library reserving the right to research alternative vendors in future procurement cycles. The solicitation is categorized under NAICS code 423410 for Photographic Equipment and Supplies Merchant Wholesalers and PSC code J067 for Maintenance/Repair of Photographic Equipment.
