About this opportunity
Oak Ridge National Laboratory (ORNL), a facility operated by the Department of Energy, is seeking to procure a Laser Powder Directed Energy Deposition (LP-DED) additive manufacturing system to expand its advanced manufacturing capabilities. The system must meet specific technical requirements including a Ytterbium Fiber Laser with up to 700W variable power, a build volume of 150mm x 150mm x 150mm, a purge system achieving 50 ppm oxygen levels, capability to handle five independent powder feeders, a footprint under 1.5m x 1.5m, and a weight under 500kg. ORNL will evaluate proposals using a lowest-priced, technically acceptable approach, requiring offerors to submit firm fixed pricing with detailed breakdowns covering labor, materials, freight, installation, training, and software. Proposals must include representations and certifications, pricing worksheets with justification for reasonableness, and any exceptions to terms and conditions. Questions from interested vendors are due by October 27, 2025, with final proposals required by October 31, 2025, and all offers must remain valid for 120 days following submission.
This solicitation includes no small business set-aside designation and carries an anticipated award value that remains to be determined. The contract is structured as a firm fixed-price subcontract under ORNL's prime DOE contract (DE-AC05-00OR22725) with a six-month performance period following purchase order issuance, featuring milestone payments of 50 percent upon system delivery and acceptance and 50 percent upon successful installation. The seller is responsible for installation, site acceptance testing, electrical documentation, on-site equipment training, and potentially an optional service contract, with all deliverables required to be delivered by United States citizens per DOE Directive DOE O 142.3B. The system must be delivered within five months and perform at the Oak Ridge National Laboratory's Manufacturing Demonstration Facility in Knoxville, Tennessee, classified under NAICS Code 333517 (Machine Tool Manufacturing).

Laser Powder Directed Energy Deposition System
ORNL is looking to expand their capabilities in Laser Powder Directed Energy Deposition (LP - DED) additive manufacturing. The necessary system specifications are listed in the attached Statement of Work. An adequate LP - DED system will allow for small scale processing of high temperature materials in an inert environment (low oxygen content allowed). The system will allow for multi material delivery control as a function of layer height / number. The system will require small amounts of metal powder in order to build specimens. The system will also conform to space and weight requirements listed in the Statement of Work under Specifications.
