About this opportunity
The Department of Energy's Oak Ridge National Laboratory (ORNL) is seeking a Laser Powder Bed Fusion (L-PBF) additive manufacturing system to expand its advanced manufacturing capabilities. The system must meet specific technical requirements outlined in the Statement of Work, including a Ytterbium Fiber Laser with variable power up to 2 kW, adaptive beam control, a print area of 300-500 mm in XY dimensions with 250-500 mm Z height, and the ability to maintain an inert environment with oxygen levels below 50 ppm. Key qualifications include demonstrated capability to deliver a system within five months, provide installation and on-site training, obtain NTRL certification, and ensure at least 65% of total component costs are manufactured or sourced within the United States. The procurement will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with proposals assessed for technical acceptability followed by price comparison. The proposal submission deadline is January 28, 2026, at 5:00 PM EST, with proposals remaining valid for 120 days.
This is a competitive procurement with no small business set-aside, classified under NAICS code 333517 (Machine Tool Manufacturing) and PSC code 3419 (Miscellaneous Machine Tools). The subcontract structure includes milestone payments of 50% upon system delivery and acceptance and 50% upon successful installation, with specific pricing to be provided by offerors using the supplied pricing worksheet. The single system will be delivered to Oak Ridge National Laboratory's Manufacturing Demonstration Facility in Knoxville, Tennessee, with performance expected to conclude within five months following purchase order issuance. All deliveries must be made by United States citizens in compliance with DOE Directive No. DOE O 142.3B, and offerors must submit certifications regarding Service Contract Labor Standards exemptions, limited rights data, and representations and certifications specific to DOE contracting requirements.
