About this opportunity

The Defense Health Agency seeks one laser hair removal device with long-pulsed 755nm (Alexandrite) and 1064nm (Nd-YAG) wavelengths and non-contact dynamic cooling, with proposals due September 17. The procurement is a Total Small Business set-aside.

Place of performance is Portsmouth, VA 23708. The device must be FDA cleared and support spot sizes of 1.5mm and 3mm for vascular lesion treatment and 12mm to 24mm for hair removal, with 18mm as an acceptable minimum upper limit but larger options preferred. The laser will be deployed to the dermatology department with anticipated daily usage of 10–15 treatments, serving active duty members for grooming standards compliance. The vendor must deliver to building 3, 8th floor laser room 4, perform full installation including recalibration, beam alignment checks, test firing, and comprehensive testing to verify working order. While compatibility with the clinic's existing dynamic cooling system used by two current lasers is not required, such compatibility is strongly preferred to streamline future equipment procurement and prevent ordering complexity. The vendor is not responsible for de-installation of existing equipment, which will be disposed of through DRMO. OSHA laser eye protection and smoke evacuation equipment are already available in the clinic. The NAICS code is 339112, Surgical and Medical Instrument Manufacturing; PSC is 6515, Medical and Surgical Instruments, Equipment, and Supplies.

Laser hair removal device with long pulsed 755nm (Alexandrite) and 1064nm (Nd-YAG) wavelengths with non-contact dynamic cooling. (One Unit)

The laser is primarily used for laser hair reduction in accordance with DoW regulations to have this available for active duty members to support grooming standards. The laser is used everyday – about 10-15 times per day (medical value – 10-15k per day). These lasers can also be used from vascular lesions and this requires having smaller spots sizes – 1.5mm and 3mm.  Hair removal requires larger spot sizes – 12mm to 24mm.  It would be acceptable to have the upper limit be 18mm in size but preferred to have larger options as well. These devices are typically FDA cleared. OSHA requires laser eye protection and smoke evacuators which we already have. This does not need to be compatible with existing equipment but it would be advantageous for it to use the same cooling system as current lasers in our clinic which use dynamic cooling (currently 2 other lasers) to prevent the need to complicate ordering equipment in the future
