About this file

This is a Performance Work Statement (PWS) for a Request for Information (RFI) regarding the procurement of one laser hair removal device for the Defense Health Agency. The device must feature long pulsed 755nm (Alexandrite) and 1064nm (Nd-YAG) wavelengths with non-contact dynamic cooling and be FDA cleared. The laser will be deployed to the dermatology department for active duty members to support grooming standards compliance, with anticipated daily usage of 10-15 times per day. The equipment must support multiple spot sizes ranging from 1.5mm to 3mm for vascular lesion treatment and 12mm to 24mm for hair removal applications, with a preference for spot sizes up to 24mm rather than the acceptable maximum of 18mm.

The vendor is responsible for delivery to building 3, 8th floor laser room 4 in the dermatology department, utilizing a competent transporter experienced with high-value delicate laser equipment. The vendor must perform full installation, recalibration, beam alignment checks, test firing, and comprehensive testing to verify perfect working order upon delivery. The vendor is not responsible for de-installation of existing equipment, which will be disposed of through DRMO after the new laser arrives. While compatibility with existing equipment is not required, the device would be advantageous if it uses the same dynamic cooling system as the two currently operational lasers in the clinic to streamline future equipment procurement and ordering processes.

Description:

ONE (1) Laser hair removal device with long pulsed 755nm (Alexandrite) and 1064nm (Nd-YAG) wavelengths with non-contact dynamic cooling.

Briefly describe the functionality of the equipment

The laser is primarily used for laser hair reduction in accordance with DoW regulations to have this available for active duty members to support grooming standards. The laser is used everyday – about 10-15 times per day (medical value – 10-15k per day). These lasers can also be used from vascular lesions and this requires having smaller spots sizes – 1.5mm and 3mm. Hair removal requires larger spot sizes – 12mm to 24mm. It would be acceptable to have the upper limit be 18mm in size but preferred to have larger options as well. These devices are typically FDA cleared

List specific delivery, transportation, and installation requirements.

Vendor is not responsible for de-installation of the current equipment – that unit will be DRMO’d after we receive the new laser so that we can save on contract cost. The vendor would be responsible for delivery and set up of the new equipment (laser). The transport needs to be done by a competent transporter with experience in transporting high value delicate laser equipment. Delivery should be to the dermatology department (building 3 – 8th floor) into the department and directly to laser room 4. All packaging material should be removed by the delivery agent unless otherwise specified during the delivery by the department head of dermatology. The vendor is also responsible for recalibration, beam alignment checks, test firing, and full testing of the laser device to confirm perfect working order upon delivery.
