About this opportunity
Naval Supply Systems Command's Fleet Logistics Center Norfolk seeks installation and removal of six mounting pads to the deck of the HOS Rosebud vessel and its Diving Launch and Recovery System in support of Explosive Ordnance Disposal Group Two, with proposals due July 16, 2026 and questions due July 14, 2026. The procurement is a total small business set-aside, firm-fixed-price contract under FAR Part 12 (Commercial Products and Services).
Place of performance is Norfolk, Virginia. The NAICS code is 336611 (Ship Building and Repairing) with a small business size standard of 1,300 employees. Performance period runs August 8 through August 27, 2026.
The contractor must provide non-destructive testing (NDT) certification and Marine Chemist certification for all welds, including gas-free and hot-work procedures. An American Bureau of Shipping (ABS) surveyor must observe all welds and hot-work operations and provide sign-off for U.S. Coast Guard compliance. The government furnishes the six mounting pads (6.75 inches long x 6 inches wide x 6.75 inches tall), eliminating fabrication responsibility; the contractor is responsible for structural installation and preservation work on carbon steel base material. Inspection and acceptance occur upon delivery at the specified location in Virginia Beach, Virginia. Service Contract Labor Standards wage determination applies, with a welder classification rate of $30.59–$11.62 (wage and fringe benefits).
