About this opportunity

The Department of the Interior Bureau of Land Management seeks a comprehensive literature review and technical analysis of monitoring methods for non-wadeable streams and rivers, with offers due May 11, 2026, and questions due May 7. This solicitation is set aside 100 percent for Women-Owned Small Business (WOSB) concerns.

Place of performance is the BLM Alaska State Office, Anchorage, Alaska (222 W. 7th Avenue, Stop 13, Anchorage, AK 99513), with all deliverables required by October 2, 2026. The period of performance runs June 1 through October 2, 2026. The NAICS code is 541690 (Other Scientific and Technical Consulting Services) with a size standard of $19 million, and the PSC code is B516 (Special Studies/Analysis—Animal/Fisheries).

The contractor must conduct a comprehensive literature review of monitoring methods for non-wadeable streams, identifying key metrics for habitat monitoring, synthesizing successful methods and technologies, cross-walking objectives to develop a national non-wadeable monitoring program foundation, and providing examples of resource management questions answerable by each metric. Scope encompasses geomorphology, streamflow and depth variability, water quality, macroinvertebrates, and riparian vegetation, with consideration of method groupings by type (remotely sensed, image analysis, field observation) and attributes including geographic application, feasibility across national extent, and linkages to resource management objectives. Field work is not required. Deliverables include a complete bibliography with hyperlinks, draft and final reports meeting BLM reporting standards and Section 508 web accessibility compliance, and a presentation to the BLM Aquatics Program Office. The contractor must provide all labor, materials, and equipment. BLM will provide report formatting guidance upon award and anticipates 10 business days for comments on drafts. No extension to the October 2 deadline is available.

The government uses FAR Part 12.201-1 Simplified Procedures for award, which may be made to multiple vendors if advantageous. Quotes are limited to 40 pages and must be submitted electronically to Contracting Officer Laura Sherman at laura_sherman@ios.doi.gov, including the offeror's Unique Entity Identifier or CAGE Code. Service Contract Act prevailing wage rates apply in the Anchorage and Matanuska-Susitna boroughs. Amendment 0001 was issued May 1 and posted May 6 with questions and answers clarifying scope and administrative procedures; offerors must acknowledge receipt of the amendment.
