About this file

This is a Questions and Answers document for federal contract opportunity 140L6323Q0009, Amendment 0001, issued by the Bureau of Land Management (BLM) Alaska. The document addresses nine questions from prospective contractors regarding contract scope, deliverables, and administrative procedures.

Key clarifications include: (1) this is a new requirement with no prior BLM awards or available reference deliverables; (2) field work is not required or expected, though the scope extends beyond desktop literature review and contractors should use professional judgment to fully meet Statement of Work intent; (3) BLM has no specific literature source requirements beyond those referenced in the SOW, and contractors are encouraged to use all relevant scientific and technical sources; (4) BLM will provide report formatting guidance upon award with requirements for standard federal accessibility compliance and BLM reporting standards; (5) BLM anticipates a 10 business day turnaround for comments on draft deliverables; (6) attendance at the final presentation is variable with no established minimums or maximums, and BLM commonly uses Microsoft Teams and Zoom for virtual presentations; (7) there have been no external meetings or incumbent contractors; (8) no extension to the October 2, 2026 delivery deadline can be accommodated; and (9) BLM has established an estimate and budget for the services requested, though the specific dollar amount is not disclosed in this document.

Questions and Answers 140L6323Q0009 Amendment 0001

Question 1:

Has this requirement been awarded previously? If so, would BLM be willing to share prior deliverables to help inform our technical approach?

Answer 1:

BLM Alaska has not previously awarded this requirement, and therefore no prior deliverables are available for distribution.

Question 2:

Is any field work required or expected under this contract, or is the scope limited to a desktop literature review effort?

Answer 2:

Field work is neither required nor expected under this contract. However, the scope is not strictly limited to a desktop review; the contractor should use their best professional judgment to develop deliverables that fully meet the intent of the Statement of Work.

Question 3:

Are there specific databases, agency repositories, or literature sources BLM expects to be included in the search beyond the AIM program materials referenced in the SOW?

Answer 3:

BLM does not have specific requirements regarding literature sources. The materials referenced in the SOW are provided solely as context and a starting point. Contractors are encouraged to use all relevant scientific and technical sources necessary to meet the objectives.

Question 4:

Is there a preferred report format or template to ensure compliance with BLM reporting standards and Section 508 accessibility requirements?

Answer 4:

BLM will provide report formatting guidance upon award. Contractors should plan to follow standard federal accessibility requirements and ensure all deliverables meet BLM reporting standards.

Question 5:

What is the anticipated BLM comment turnaround period following submission of the draft report? We want to ensure the review cycle is realistically scoped within the October 2, 2026 delivery date.

Answer 5:

BLM anticipates providing comments on draft deliverables within 10 business days.

Question 6:

Approximately how many BLM staff are expected to attend the final presentation, and does BLM have a preferred virtual platform?

Answer 6:

Attendance may vary, and no minimum or maximum number of participants has been established. BLM commonly uses Microsoft Teams and Zoom for virtual presentations.

Question 7:

Have there been any other meetings, or is there an incumbent to beat?

Answer 7:

There have been no external meetings related to this requirement. Internal discussions have been limited to development of the Statement of Work. There is no incumbent contractor.

Question 8:

I don’t suppose there could be an extension of the timeline considered, but I thought I would ask.

Answer 8:

An extension to the period of performance timeline cannot be accommodated.

Question 9:

Does BLM have an estimated cost or budget for the services requested?

Answer 9:

Yes, the BLM has an estimate and a budget.
